Former Site of the Provisional Provincial Committee of the Communist Party of China for the Fujian-Zhejiang Border Region

The Former Site of the Provisional Provincial Committee of the Communist Party of China for the Fujian-Zhejiang Border Region is a cultural heritage site protected by Zhejiang Province, a classic red tourism attraction, and a base for patriotic education.

From early August to the end of September 1935, the Red Army’s Advance Column suffered heavy casualties during its first counter-“encirclement” campaign in southwestern Zhejiang. Later, Political Commissar Liu Ying and Division Commander Su Yu led the main forces to operate along the Fujian-Zhejiang border, and on October 5 of the same year, they joined up with a contingent of the Fujian East Independent Division led by Ye Fei in Hanxi Village, Shouning County, Fujian Province. On that same day, both parties moved to Zhengjiakeng Village and held a joint meeting, where Liu Ying proposed the establishment of the Provisional Provincial Committee of the Communist Party of China for the Fujian-Zhejiang Border Region and discussed relevant matters. On November 7 of that year, the two sides held a second joint meeting at Xiaogong Temple in Baikewan Village, Jiufeng Township, Taishun County, deciding that Liu Ying would serve as Secretary of the Provisional Provincial Committee, Su Yu as Head of the Organization Department, and Ye Fei as Head of the Propaganda Department and also Secretary of the Provincial Committee of the Young Communist League (Communist Youth League). After the meeting, the Provisional Provincial Committee of the Communist Party of China for the Fujian-Zhejiang Border Region was officially established, with jurisdiction over two special committees: one for southwestern Zhejiang and one for eastern Fujian. The establishment of the Provisional Provincial Committee played an important role in strengthening ties and coordination between the eastern Fujian guerrilla zone and the southern Zhejiang guerrilla zone, and in extensively carrying out guerrilla warfare.

The Former Site of the Provisional Provincial Committee of the Communist Party of China for the Fujian-Zhejiang Border Region is located at Xiaogong Temple in Baikewan Village, Jiufeng Township, Taishun County. The entire structure is made of wood, covering an area of 35 square meters, with a depth of 7.1 meters and a width of 5.2 meters. There is a protective wall outside the temple gate. In 1987, the Taishun County government renovated Xiaogong Temple in Baikewan. On July 1, 1991, a monument commemorating the establishment of the Provisional Provincial Committee of the Communist Party of China for the Fujian-Zhejiang Border Region was erected on Xiaolian Mountain behind the temple. The monument is 3 meters high and 1 meter wide. The front is inscribed with “Monument Commemorating the Establishment of the Provisional Provincial Committee of the Communist Party of China for the Fujian-Zhejiang Border Region,” and the back bears an inscription. The monument base stands on a 15-square-meter platform surrounded by stone railings. In Baikewan Village, there is also a century-old wooden traditional house, which served as the residence of Red Army commanders such as Liu Ying and Su Yu at the time of the establishment of the Provisional Provincial Committee.

The Former Site of the Provisional Provincial Committee of the Communist Party of China for the Fujian-Zhejiang Border Region is a patriotic education base in Zhejiang Province and a cultural heritage site protected by Taishun County.
