Former Site of the Second District Committee of the Central County Committee of the CPC Qu-Sui-Shou

The Former Site of the Second District Committee of the Central County Committee of the CPC Qu-Sui-Shou is a classic red tourism attraction and a patriotic education base.

In December 1927, under the circumstances of losing contact with higher authorities, Communists including Fang Zhimin successfully led and organized the Yiyang-Hengfeng Armed Uprising, establishing the revolutionary base in Northeastern Jiangxi. In early 1931, the revolutionary base began to expand into the territory of Qu County. In October 1936, the CPC Qu (County)-Sui (An)-Shou (Chang) Central County Committee under the jurisdiction of the Zhe-Wan Special Committee was formally established in Hengyuantian Village, Baima Township, Suichang County (now Chun’an County), with Yan Zhongliang as the committee secretary. The Central County Committee had six district committees under its jurisdiction, two of which were located within Qu County: the Shizhugangbei District Committee of the CPC in Taizhen Township and the Shangpingtian District Committee of the CPC in Huiping Township, serving as the First and Second District Committees of the Central County Committee, respectively. Subsequently, the party organizations and guerrilla forces of the Zhe-Wan-Jiang guerrilla base rapidly grew and expanded, and comprehensive guerrilla warfare commenced. On August 23, 1990, the former Qu County Committee and County Government of the CPC established a memorial stele at Shangpingtian Village, Huiping Township, designating it as the “Former Site of the Second District Committee of the Central County Committee of the CPC Qu-Sui-Shou.” On January 2007, it was named by the Quzhou Municipal Committee as the fourth batch of patriotic education bases. In early 2008, with the support of the Qujiang District Committee and District Government, the Huiping Township Party Committee and Government set up the Exhibition Hall of the Former Site of the Second District Committee of the Central County Committee of the CPC Qu-Sui-Shou in Dujiatian Village, Huiping Township. Covering an area of approximately 350 square meters, the venue is divided into three sections: “Activities of the Second District Committee of the Central County Committee of the CPC Qu-Sui-Shou,” “The Northern Expeditionary Advance Troops in Quzhou,” and “Revolutionary Spirit Inspires Future Generations.” The exhibition also displays artifacts used in battle and daily life by soldiers at the time, as well as simulated living quarters. On a marble wall at the entrance of the exhibition hall are inscribed famous quotes by Fang Zhimin: “To be prudent and uncorrupt, and to sacrifice oneself for the public good, are virtues that every Communist Party member should possess,” and “A life of simplicity, purity, and plainness is precisely what enables us revolutionaries to overcome many difficulties.” In 2010, the exhibition hall was designated as an on-site teaching base for cadre education and training in Quzhou City, as well as a clean governance education base in Qujiang District. In 2011, the exhibition hall added introductions to the history of the CPC in Quzhou City and Qu County during the New Democratic Revolution period, as well as accounts of major events in Quzhou. A special documentary titled Red Huiping was produced, and custom-made Red Army uniforms were provided. Clean governance culture education was also integrated, organically combining it with patriotic education. It was also officially accredited as the Huiping Branch of the Qujiang District Party School. In 2014, it was designated as an educational base of the “Committee on Caring for the Next Generation” in Qujiang District.

Since its establishment, multiple party branches from government departments in Qujiang District, along with personnel from enterprises and other external organizations, have visited the “Former Site of the Second District Committee of the Central County Committee of the CPC Qu-Sui-Shou” to participate in educational activities themed around “hard work, clean and diligent governance, and carrying forward the fine traditions of the revolution.” The number of people educated has reached over 250,000. Since the completion of the “Exhibition Hall of the Second District Committee of the Central County Committee of the CPC Qu-Sui-Shou,” Qujiang District has fully leveraged its role as a primary educational site, actively fostering a strong atmosphere of clean governance culture at the rural grassroots level.

Shangpingtian Village: Located in Huiping Township, Qujiang District, Shangpingtian Village is situated 70 kilometers north of downtown Quzhou. It borders Shangfang Town to the east, Chun’an County to the west, Qiandao Lake to the north, and Baitaxincun Village, Huiping Township, to the south. The village covers an area of several square kilometers, with 100 mu of arable land. It consists of 191 households, a population of 659, 6 villager groups, and 29 Communist Party members. In 2009, the per capita income of farmers was 2,850 yuan, and the collective economic income was 85,000 yuan. The village enjoys smooth roads and a beautiful environment, with 4,000 mu of pristine secondary forest and over 5,000 mu of bamboo forest.
