Huai'an International Photography Gallery is situated in the scenic Ancient Huaihe River Cultural Ecological Scenic Area in Huai'an City, Jiangsu Province (a national AAAA-level scenic spot, a national water conservancy scenic area, an international cultural exchange base for overseas Chinese in China, and a national quality education social practice base for primary and secondary schools), covering an area of about 24,000 square meters with a total construction area of 36,000 square meters. The complex is laid out in a “品” (tripod) shape, with the main building being the Huai'an International Photography Gallery. It lies to the west of the Qinghe District Library and the Qinghe District Party School, adjoins the Changrong Grand Theater, Huaiyang Cuisine Culture Museum, and Journey to the West Expo Museum to the east, borders the Ancient Huaihe River Ecological Park to the north, and faces the Qixing Ecological Business Island to the south. The surrounding environment is beautiful and picturesque. It is a thematic museum that integrates the display, research, promotion, education, and exchange of first-class works by renowned domestic and international photography masters, the artistic achievements of Lang Jingshan, and the historical development of China’s urbanization process. At the same time, it undertakes an important role in conference reception for Huai'an City. It is a nationally renowned top-tier museum, hailed as the “Louvre of photography” by internationally acclaimed photography master Thomas Heppel, and serves as a new cultural landmark of Huai'an.

Huai'an International Photography Gallery comprises five major exhibition halls, a conference center, and a cultural square. These include the History of China's Urbanization Museum on the underground level, the “Artistic Life” – Wu Yinxian Photography Art Museum on the first floor, the Duan Zhaonan Opera Painting Art Museum on the A mezzanine, the Lang Jingshan Photography Art Museum on the second floor, and the “Revolutionary Journey – The Communist Party of China in Huai'an” Party History Exhibition Hall on the third floor, as well as the multifunctional hall and lecture hall on the first floor, and the voice interaction hall on the second floor. In front of the venue is the Ancient Huaihe River Cultural Square. The facility combines functions such as exhibition, research, promotion, education, and exchange, making it an ideal destination for visitors from all walks of life. On October 25, 2011, Huai'an International Photography Gallery was successfully opened to the public, with all exhibition halls freely accessible without charge.
