The Site of the Second National Congress of the Communist Party of China Memorial Hall is a national AAA-level tourist attraction, a major historical and cultural site protected at the national level, a classic red tourism destination, and a base for patriotic education.

Former site of the Second National Congress of the Communist Party of China

Located at No. 30, Lane 7, North Chengdu Road (formerly No. 625, Fude Li, South Chengdu Road), it is a traditional two-story Shikumen lane house. After the First National Congress of the Communist Party of China, Li Da, who was in charge of propaganda for the Central Bureau of the CPC, along with his wife Wang Huiwu, lived here and managed the work of the People’s Publishing House. The downstairs served as a meeting and reception room, while the upstairs functioned as a bedroom and study.

From July 16 to 23, 1922 (the 11th year of the Republic of China), the Second National Congress of the Communist Party of China was held in Shanghai, with No. 625 South Chengdu Road serving as one of the main venues. Attendees of the "Second Congress" included Chen Duxiu, Zhang Guotao, Li Da, Deng Zhongxia, Cai Hesen, Xiang Jingyu, Zhang Tailei, Gao Junyu, Shi Cuntong, Xiang Ying, Wang Jinmei, and Deng Enming — a total of 12 delegates representing 195 party members nationwide. The Party’s Second Congress held three plenary sessions, with the first one taking place here. Li Da, along with Cai Hesen and Zhang Guotao, were in the same group, and all group activities were conducted here.

The Second National Congress of the CPC re-elected the Party’s leadership body, electing Chen Duxiu, Cai Hesen, Zhang Guotao, Deng Zhongxia, and Gao Junyu as members of the Central Executive Committee, with Chen Duxiu as chairman. It passed nine resolutions including those on “The World Situation and the Communist Party of China,” “International Imperialism and China and the Communist Party of China,” and “A Democratic United Front,” as well as the Constitution of the Communist Party of China. The Party’s declaration was issued, and both the minimum and maximum programs of the Party were formulated, providing correct guidance for China’s democratic revolution.

In the autumn of 1922 (the 11th year of the Republic of China), Li Da left Shanghai for Hunan, and No. 625 South Chengdu Road became a residential property for a long time. On May 26, 1959, it was designated as a cultural relics protection unit of Shanghai Municipality.

In May 2013, the State Council (State Council Document [2013] No. 13) announced the Site of the Second National Congress of the Communist Party of China Memorial Hall as a major historical and cultural site protected at the national level.
