The site of the Central Bureau of the CPC after the Third National Congress is a Shanghai Municipal Cultural Relics Protection Unit and a classic red tourism destination.

The site of the Central Bureau of the CPC after the Third National Congress is located at the intersection of Gongxing Road and Linshan Road in Zhabei District (formerly 3 Cengli, Xiangshan Road).

After the conclusion of the Third National Congress of the Communist Party of China in Guangzhou, the Party Central Committee decided to relocate the Central Bureau back to Shanghai in response to evolving circumstances. In July 1923, Wang Hebo, a member of the Central Executive Committee and head of the Peasant and Workers Department (later added as a member of the Central Bureau), was dispatched by the Party Central Committee to Shanghai. He rented a two-story Shikumen house at 3 Cengli, which served as the secret office of the Party Central Committee. From July to September, except for Tan Pingshan who remained in Guangdong, four other members of the Central Bureau — Chen Duxiu, Mao Zedong, Cai Hesen, and Luo Zhanglong — successively arrived in Shanghai from Guangzhou. At that time, the residents of 3 Cengli included: Mao Zedong and Yang Kaihui living in the front room on the ground floor, Cai Hesen and his wife Xiang Jingyu living in the rear room on the ground floor, and Luo Zhanglong staying upstairs. The Party Central Committee held meetings and conducted its work upstairs. Chen Duxiu lived not far from 3 Cengli.

In 1932, 3 Cengli was bombed by the Japanese army during the January 28th Shanghai Incident. The site of the Central Bureau of the CPC after the Third National Congress at 3 Cengli was designated as a commemorative site in Zhabei District by the Zhabei District People’s Government in December 2006.
