The memorial site includes a monument, the martyrs' tomb, memorial hall buildings, and other facilities. It was established in 1965 by the CPC Tonghua County Committee and the Tonghua County People's Committee in memory of the victims of the Baijiabao Massacre. The entire memorial site is rectangular in shape, covering an area of 30×50 square meters, surrounded by pine and poplar trees, creating a solemn and dignified atmosphere.
