The front building project of Xiguan Hotel was jointly surveyed and designed by Aitman, manager of Tianjin Commercial Yili Foreign Firm, engineer Schorssi, and Chinese national Zhou Bingqing, among others. It was an auxiliary structure—specifically an office building (which also served as Zhang Zuoxiang’s villa)—constructed alongside the production facilities of the Jilin Waterworks during Zhang Zuoxiang’s tenure as both the Jilin Pacification Commissioner and Provincial Governor. The building has a reinforced concrete structure, with one basement level and three above-ground floors; the third floor consists of only a few rooms, with the rest being balconies. Originally, an octagonal brick-and-stone pavilion with eight pillars stood atop the roof, featuring a distinct European architectural style, particularly French. Some of the construction materials were imported from France. The building is elegant and refined, with exquisite craftsmanship, and boasts features such as earthquake resistance and sound insulation. It is a typical Western-style structure in Jilin City from the Republican era.
