Xulai City is located about 5 kilometers northeast of Bajiazi Town, Helong City, southwest of Hennantun. There are no historical documents recording Xulai City. In earlier years, the ancient city was turned into cultivated land. According to surveys, the city was built during the Bohai State period (698–926 AD). Xulai City is rectangular in shape, with earthen ramparts, and has a perimeter of about 5 li. Slightly south of the center of the outer city lies a small square inner city, with a perimeter of about 500 meters. Within the city, there are two adjacent joint burials of a husband and wife, from which precious artifacts such as a golden waist belt were unearthed. The site has also yielded Bohai-period relics including inscribed tiles, an iron tripod, and patterned bricks. This ancient city holds certain value for the study of Bohai history within Helong City.

Bajiazi Town: Bajiazi Town is located in the northeastern part of Helong City, in the middle reaches of the Hailan River and the upper section of the Pinggang Plain. The town covers a total area of 65.36 square kilometers, with a total population of 30,594, including residents of the state-owned enterprise Bajiazi Forestry Bureau stationed in the town. The town administers 6 administrative villages, 35 natural villages, and 7,028 farming households, as well as 2 communities: Zhenxing and Xinxing. The current cultivated land area is 1,727 hectares, including 635 hectares of paddy fields and 1,092 hectares of dry fields.
