Shangsi Scenic Area is a cultural tourism attraction.

Shangsi Scenic Area is located in Hebei Township, Shuncheng District, Fushun City, 15 kilometers from the city center. Covering an area of 94.6 hectares, it features eight planned zones and develops tourism around three main themes: patriotic education bases, ethnic and folk customs, and Buddhist culture.

Hebei Township: A township under the jurisdiction of Shuncheng District, Fushun City. It serves as a production base for non-staple food in the city. Established as Hebei Commune in 1958 and restructured as a township in 1985, it is located in the northern part of the city, covering an area of 84.1 square kilometers with a population of 10,000. The Shenyang–Jilin Railway and Shenyang–Jilin Expressway run through the township. It administers eight village committees: Shangsi, Liandao, Gujia, Liren, Fangxiao, Ditan, Donggou, and Xindong. Local township enterprises engage in chemical manufacturing, machinery processing, building materials, food and beverage services, and transportation. Its candle products are popular both domestically and internationally. The local agriculture mainly focuses on animal husbandry.
