The people of Tai'an County have a glorious revolutionary tradition. Building on their victory in the War of Resistance against Japan, they actively joined the fervent Chinese People's Liberation War. Located at the gateway to western Liaoning and on the front lines of battle, the area faced an extremely complex struggle environment, yet the people of the entire county carried out successive and unyielding resistance.

To commemorate the revolutionary martyrs who gloriously sacrificed their lives for the people's liberation during the revolutionary wars, memorial monuments were erected in the county seat and several key battle sites, which were later developed into the Martyrs' Cemetery. On Tomb-Sweeping Day each year, people from all walks of life pay tribute to the martyrs' legacy by visiting and holding commemorative activities. The civil affairs department carries out annual management and maintenance of the cemetery.

In July 1955, a "Taian County Revolutionary Martyrs Monument" was erected on the north side of the Ta (Tai'an)–Da (Dahushan) Highway in the western suburbs of the county seat to honor unnamed martyrs. This cemetery also includes the burial sites of Yang Zhipo, a renowned Hui military commander from the county, and Nan Yunhai, former political commissar of the county's armed forces department.
