Covering an area of 1 square kilometer, Beishan Tulou Guan is a religious site integrating Buddhism, Taoism, and Confucianism. It was first built in 106 AD. During the reign of Emperor Ming of the Northern Wei Dynasty (227–233 AD), monks carved caves into the cliffs, sculpted Buddha statues, and painted ceiling murals in the niches. From then on, the site gradually became a renowned Buddhist temple. Both Taoist and Buddhist practitioners coexisted here. Later, the cliffs were further carved into “nine grottoes and eighteen caves,” housing various Buddha and deity statues.
