Kangerlai Ecological Park
Kangerlai Ecological Park was established in 2005, with a planned area of 1,000 mu and covering an additional 4,000 mu in the surrounding area. The park is located in Zhongnanqu Village, on the southern outskirts of Shanbah Town, which spans 9,860 mu in total. The village comprises 13 villager groups, 671 households, 2,551 residents, and 7,200 mu of arable land. It is a model village for new rural construction in the autonomous region and one of the key villages connected to the Party Committee of the autonomous region. It also serves as a Party member training base and reemployment service center at both the banner and town levels. In 2008, it was designated as a “National Advanced Unit for Science Popularization to Benefit Agriculture and Prosper Villages” by the China Association for Science and Technology and the Ministry of Finance. After several years of development, the park has formed five distinctive functional zones: the facility agriculture area, Kangerlai Central Village, the organic picking orchard, the eco-leisure tourism area, and the new technology demonstration area.
-- Facility Agriculture Area. The village Party branch fully leveraged the “Three Firsts” (first in industry, first in demonstration, first in risk-taking) role of Party members, mobilizing 35 members to take the lead in construction. Following a “three-tier progressive” model—0.7 mu for solar greenhouses, 1.3 mu for steel-frame greenhouses, and 1.0 mu for open fields—a 200-mu facility agriculture zone was developed, featuring 48 greenhouses and plastic sheds. This setup enables early spring and late autumn production, achieving year-round cultivation and four-season supply, with each unit generating an annual net income of over 25,000 yuan. The Kangerlai Green Food Professional Cooperative was established, along with a packaging workshop, specialty store, and agricultural supply distribution center, helping to build the Kangerlai green brand and enhance product competitiveness.
-- Kangerlai Central Village. Covering four natural communities, the area is home to 205 households and 820 people. Following the “one biogas pool and three renovations” model, 23 energy-efficient households integrating family livestock farming and energy construction have been built. The “two deliberations, two supervisions, and one disclosure” system is strictly implemented. The “two deliberations” refer to the systems of villager representative meetings and political participation and consultation. The “two supervisions” involve oversight of integrity and public evaluation, while the “one disclosure” pertains to transparent governance, especially financial transparency—reviews precede recording, and results are made public. This increases transparency, resolves conflicts at home and in their early stages, reduces and prevents illegal activities, and strengthens villagers’ awareness of self-governance, responsibility, and pride. The “Outline for the Implementation of Civic Moral Construction” is widely promoted, and 18 ten-star civilized households, 6 exemplary daughters-in-law, and 5 good mothers-in-law have been recognized. A 400-square-meter comprehensive farmers’ activity room and a 4,000-square-meter cultural square have been built, along with a farmer art troupe of over 20 members, greatly enriching villagers’ cultural lives. A culture of progress, safety, and ambition has become prevalent.
-- Organic Picking Orchard. To increase local incomes and enrich cultural life, a 200-mu organic picking orchard has been created with the theme of “experiencing nature, connecting with ecology, and enjoying modern agricultural scenery.” It integrates leisure, entertainment, and sightseeing, and features over 90 varieties across six categories including snow peaches, nectarines, apples, pears, and plums. Small bridges, flowing water, and garden ornaments dot the landscape, while covered walkways, cool pavilions, and winding paths through the fields offer visitors both relaxation and a taste of pastoral charm.
-- Eco-Leisure Tourism Area. According to a three-phase construction plan, this area will become a new-style rural tourist destination combining dining, leisure vacations, entertainment, and business services. Artificial fishing ponds will be built, the ancient cultural architecture of old Shanbah Town will be restored, and structures such as General Fu Zuoyi’s Command Post “New Frontier Residence” and Zhongshan Hall will be constructed.
-- New Technology Demonstration Area. Over the years, the park has undertaken various crop and fertilizer comparative trials for institutions such as the Inner Mongolia Academy of Agricultural Sciences, the Bayannur Municipal Agriculture Bureau, and local agricultural research centers, achieving positive results.
Relying on the development of its distinctive park, Zhongnanqu Village has forged a new path for rural construction based on industrial base development, structural adjustment as the main thread, tourism as a breakthrough, and accelerated rural urbanization as the goal. Currently, the village is striving to become the “Number One Village of the Hetao Region,” focusing efforts on building a modern new village that integrates historical culture, agricultural sightseeing, leisure entertainment, catering services, and business conferences in a unified “five-in-one” model.
