The Former Site of the Gaotan Soviet Government is a Guangdong Provincial Cultural Relics Protection Unit, a classic red tourism attraction, and a patriotic education base.

The Former Site of the Gaotan Soviet Government is located in Huangkeng Village, Huangzhou, GaoTan Town, Huidong County. Originally, it was the ancestral hall of the Luo family in GaoTan. It features a brick-and-tile structure with three rooms upstairs, three rooms downstairs, and wing rooms at both ends. In 1927, after the remnants of the Nanchang Uprising troops moved south into the Dongjiang region, they arrived at Zhongdong on October 12 and were subsequently reorganized into the Second Division of the Chinese Workers' and Peasants' Revolutionary Army (later known as the Red Second Division). At the same time, the Dongjiang Special Committee of the Chinese Communist Party also carried out organizational adjustments in Zhongdong, establishing party, government, and military leadership bodies. Subsequently, under the leadership of the Dongjiang Special Committee, the people of Dongjiang and the workers' and peasants' armed forces launched the third armed uprising, successively overthrowing the reactionary regimes of the Kuomintang in counties such as Haifeng and Lufeng. To consolidate the revolutionary gains, the people of GaoTan, under the leadership of the Dongjiang Special Committee and the Dongjiang Revolutionary Committee, swiftly began the establishment of a Soviet government.

On November 11, a grand meeting attended by nearly ten thousand people was held in GaoTan Market, solemnly declaring the founding of the GaoTan District Soviet Government. Prior to the meeting, a ceremony was held to commemorate the 10th anniversary of the Russian October Revolution, and the two old streets of GaoTan Market were named Marx Street and Lenin Street. The meeting was presided over by Huang Xingnan, president of the GaoTan District Farmers’ Association, and resolutions including "Confiscation and Distribution of Land," "Suppression of —," "Elimination of Feudal Forces," "Abolition of Excessive Taxes and Levies," "Women’s Liberation," "Strict Prohibition of Theft and Eradication of Opium and Gambling," and "Improving the Lives of Workers, Peasants, and Soldiers" were discussed and passed. After its establishment, the District Soviet Government set up offices in the Luo family ancestral hall. By early March 1928, when Kuomintang troops attacked GaoTan Market, the government relocated to areas such as Yangmeishui and Zhongdong, where it continued to operate until the summer of 1933. Despite the brutal —, the GaoTan District Soviet led the masses in persisting in the struggle for seven years. The successive chairpersons of the District Soviet included Huang Xingnan, Xie Xiling, and Zhu Yuanping.

In 1980, the Luo family ancestral hall was renovated with funds raised by descendants of the Luo family. In October 1987, it was designated as a county-level cultural relics protection unit by the Huidong County People's Government.
