The former site of the office building of the Party Committee of the Inner Mongolia Autonomous Region is a classic red tourism attraction and a base for patriotic education.
The former site of the office building of the Party Committee of the Inner Mongolia Autonomous Region is located on the east side of Xing’an North Road in Ulanhot City. The office building was originally built in 1934. This structure is made of brick and tile, featuring a two-story gable-roofed building facing south, with a total construction area of 1,881.08 square meters and covering an area of 2,356 square meters. Before 1945, it was the office building for the Xing’an South Province and Xing’an General Province. In early 1946, the East Mongolia Working Committee of the Communist Party of China operated here. From June 14, 1947 to November 1949, the Work Committee of the Chinese Communist Party for Inner Mongolia operated in this building. It later became the office building for the East Inner Mongolia Regional Party Committee.
Historical Role
This office building is an important witness to the growth and development of the Communist Party of China in Inner Mongolia, as well as its leadership in the region’s revolutionary and construction endeavors. Under the correct leadership of the Communist Party of China, the Inner Mongolia Work Committee led people of all ethnic groups in establishing the Inner Mongolia Autonomous Government, turning a new page in the history of Inner Mongolia. At that time, with everything waiting to be done and countless tasks at hand, the Inner Mongolia Party Committee office building became the center for formulating major policies and guidelines. Key leaders of the Autonomous Government—such as -, Kui Bi, Liu Chun, Ke Li Geng, Wang Yilun, Wang Zaitian, Ha Feng’a, and Temur Bagin—worked tirelessly here day and night. Comrade - proposed the “Three No’s and Two Benefits” policy, which meant no division, no struggle, no class designation, and benefits for both herders and herd owners. This policy fit the realities of Inner Mongolia exceptionally well and became a guiding principle for work in pastoral areas, leading to rapid development in livestock production and significant improvements in the lives of herders. At the same time, the regional Party committee and government organized people of all ethnicities to actively participate in the nationwide Liberation War, leading the masses in the fight against bandits and local despots, and eliminating remnants of enemy special forces. Major policies for the political, economic, and social development of Inner Mongolia were decided and implemented here, making the office building the nerve center of national liberation and economic construction in Inner Mongolia at the time.
In November 1949, the Work Committee of the Communist Party of China for Inner Mongolia was restructured into the Inner Mongolia Branch of the Central Committee of the Communist Party of China, with Comrade - serving as secretary. The East Inner Mongolia Regional Party Committee was also established at the same time. On November 24, 1949, the Inner Mongolia Branch of the Communist Party of China moved westward to Zhangjiakou.
Architectural Structure
The original site of the government office building of the Inner Mongolia Autonomous Government (located on the west side of the middle section of Xing’an Road) was built in 1939. It is a two-story building made of red brick and tile, facing east, with an area of 1,790 square meters. This building served as the office of the Inner Mongolia Autonomous Government from 1947 to 1949. It later housed the People’s Government of Horqin Right Wing Front Banner, the Revolutionary Committee of Horqin Right Wing Front Banner, and the office building of the Ulanhot Municipal Party Committee. Due to years of disrepair, it was decommissioned in 1983. In April 1987, a replica of the government office building of the Inner Mongolia Autonomous Government was built on the east side of Xing’an North Road. It is a three-story building facing west, with an area of 1,800 square meters.
Development
These two former office buildings, along with the former office site of -, bear witness to the initiation and development of various undertakings in Inner Mongolia, and have become important bases for understanding history and conducting patriotic education.
