The South Garden Villa is located within the compound of the Autonomous Region Education Department on Shengli Road. Built around 1940, it covers a total floor area of 220 square meters and is a residential building designed in the Russian style by architects from the former Soviet Union. Legend has it that the site was originally owned by a Russian Tatar named Husein, who later had it confiscated by Sheng Shicai. Sheng Shicai then built this villa on the property. After Sheng Shicai left, the land was returned to its original owner. In 1961, the Autonomous Region Education Department purchased the villa and used it as office space. It is now the office of South Garden Property Management Company.
