In 1932, underground Party members launched the earth-shaking Shengzhong Temple Armed Uprising in the mountainous areas of northern Sichuan. Over 5,000 impoverished and starving peasants bravely joined the battle, defeated the enemy militia, occupied the puppet district office, and established the Defeng County Soviet at Jinzhuwan, four kilometers away from the dam in northern Sichuan.

In 1983, the Nanbu County Committee of the Communist Party of China built an antique-style memorial hall on the side of the dam. Former senior leaders of the provincial Party committee and government, such as Yang Chao, He Heju, and Liu Chunfu, inscribed commemorative words for the memorial hall. In 1995, the Nanchong Municipal Party Committee and Municipal Government designated this revolutionary memorial site as a municipal-level patriotic education base.
