The site where the "Three Main Rules of Discipline and Eight Points for Attention" were first issued is located in Shatian Town, Guidong County, Hunan Province. Guidong County lies on the border between Hunan and Jiangxi provinces, at the southern foot of Jinggang Mountain, and is an important part of the Jinggangshan Revolutionary Base Area. In September 1927, when Mao Zedong led the Autumn Harvest Uprising on the Hunan-Jiangxi border, he required soldiers to speak politely to the people, trade fairly, not force labor, not beat or scold people. Later that same year in October, while mobilizing troops to advance toward Jinggang Mountain at Jingzhu Mountain in Suichuan County, Jiangxi Province, he stood on Leidashi and for the first time laid out three rules: obey orders in all your actions, do not take a single needle or piece of thread from the masses, and turn in everything captured from the landlords. In January 1928, as the troops entered Suichuan County town and spread out into the surrounding rural areas to mobilize the masses, they put forward six points for attention: replace the door when you leave the house, roll up the straw matting, speak politely, trade fairly, return what you borrow, and pay for what you damage. On April 3, 1928, when the troops arrived at Shatian Village in Guidong County, Hunan Province, Mao Zedong delivered a political and ideological education speech and explained the purpose of building the army to the workers’ and peasants’ revolutionary army and local militia on an earthen platform beside the “Thirty-Six Stone Mounds” field at Shatian Market in Shatian Town. He officially announced the Three Main Rules of Discipline and Eight Points for Attention to all officers and soldiers.

The Three Main Rules of Discipline were: obey orders in all your actions, do not take a single needle or piece of thread from the workers and peasants, and turn in everything captured from the landlords. The Eight Points for Attention were: replace the door when you leave the house, roll up the straw matting, speak politely, trade fairly, return what you borrow, and pay for what you damage. These laid the foundation for the unified discipline of the Red Army. The "Three Main Rules of Discipline and Eight Points for Attention" (later developed into the "Three Main Rules of Discipline and Eight Points for Attention") became an important part of the political work of the Chinese Workers' and Peasants' Red Army and played a significant role in the development of the people’s army.

This site was listed as a provincial-level cultural relic protection unit in 1972 and as a provincial-level patriotic education base in 2002. A monument inscribed by General Xiao Ke titled "Monument to the Three Main Rules of Discipline and Eight Points for Attention" has been erected here. In 2005, it was listed as one of the third batch of national patriotic education bases.
