Báiguī Lake National Wetland Park

Báiguī Lake National Wetland Park is a national-level wetland park.

The planned area of Báiguī Lake National Wetland Park is located on the northern shore of Báiguī Mountain Reservoir in the central-southern part of Hénán Province. The eastern boundary of the planned area is Shùndé Road, the western boundary is the eastern edge of the Yīng State Ancient Tomb Protection Zone, the northern boundary is 50 meters south of Cháng’ān Avenue, as well as the southern boundary of the Xīnchéng District Stadium and Píngxīhú National Urban Wetland Park, and the southern boundary is the northern boundary of the Báiguī Mountain Wetland Provincial Nature Reserve. The coordinates span between 113°07′36″ to 113°11′15″ east longitude and 33°45′18″ to 33°46′24″ north latitude, with a north-south span of 1.9 km and an east-west span of 6.1 km. The planned area covers 673.31 hectares.

Within the planned area, land below an elevation of 104 m is within the reservoir construction requisition zone, with a total area of 444.15 hectares, which is state-owned land and is managed by the Báiguī Mountain Reservoir Management Bureau in accordance with relevant regulations. In the early 1980s, surrounding communities built ponds around the lake to develop aquaculture, and 249.29 hectares of tidal flats have been converted into fishponds, which are managed by the surrounding communities. Land above an elevation of 104 m within the planned area is owned by surrounding communities, with a total area of 229.16 hectares. Of this, 184.28 hectares are collectively owned land and 44.88 hectares are state-owned land. The collectively owned land is individually operated and used by residents of surrounding administrative villages, while the state-owned land is used by the Húbīn Park in Xīnchéng District.

There are a total of 25 resident households with a population of 125 people in the planned area, who are returnees from reservoir resettlement to Bǎofēng County, mainly distributed in the central-southern part of Huàshān Peninsula. In addition, there are 38 scattered fishing leisure business spots in the planned area, with about 300–400 operators, slightly more during the peak tourist season and fewer during the off-season.

Based on the current status, characteristics, and management needs of the planned area, and following the principle of maintaining the integrity of natural and cultural units, Báiguī Lake National Wetland Park is divided into an Ecological Conservation Zone, a Science Education and Publicity Zone, a Rational Utilization Zone, and a Management and Service Zone. The Ecological Conservation Zone is located in the western and southern parts of the park, covering an area of 346.30 hectares, accounting for 57.6% of the total planned area; the Science Education and Publicity Zone is located in the central-northern part of the park, covering an area of approximately 32.07 hectares, accounting for 5.3% of the total area; the Rational Utilization Zone mainly consists of the part near the urban roads in the northeastern part of the park, the southern part of the central peninsula, and the large water area between the peninsula and the western shore. This zone has a large east-west span, including both land and water areas totaling 220.10 hectares, accounting for 36.6% of the total area. The Management and Service Zone is where the main entrance and visitor reception center of the park are located, planned to be situated in the northern part of Huàshān Peninsula, on the southern side of Cháng’ān Avenue, covering an area of approximately 2.83 hectares, accounting for 0.5% of the total area.

The planned construction period is 8 years, divided into three phases. The initial phase is from 2011 to 2013, spanning 3 years; the development phase is from 2014 to 2016, also spanning 3 years; and the improvement phase is from 2017 to 2018, spanning 2 years.
