Scenic Area Title: Rural Tourism (Shandong Provincial Characteristic Tourism Village)

Fangyuan Subdistrict is located in downtown Haiyang, situated at the political, economic, and cultural center of the city. It borders the Yellow Sea to the south and is backed by Mount Zhaohu to the north. The area enjoys distinct seasons, a pleasant climate, and convenient transportation. It boasts abundant tourism resources, including characteristic landscape features such as mountains, rivers, ancient villages, ancient trees, and ancient temples. These include the most beautiful mountain in Haiyang — Mount Zhaohu, the picturesque village of Likou, Tianlai Valley in Lou’an Village, Mingshiyuan in Mujia Village, the pollution-free vegetable base in Beichengyang Village, as well as attractions like the Integrity Tripod of Fangyuan Group, Golden Tripod Wine Cellar, and Fangyuan Pearl. The tourism resources account for 51.6% and 14.2% respectively within 14 subcategories and 24 basic types across seven main categories according to national standards: geomorphological landscapes, water sceneries, biological landscapes, ruins and relics, architecture and facilities, tourism commodities, and cultural activities. Among these, the resources of Mount Zhaohu are of high quality, classified as a Grade V premium tourism resource, while Tianlai Valley and Likou Village are Grade IV high-quality tourism resources.

The tourism industry planning of Fangyuan Subdistrict centers on "mountain ecological tourism," supplemented by "historical and cultural tourism," "corporate culture tourism," and "science education tourism." Following development principles such as "comprehensive integration of tourism resources, culture-led tourism development, holistic forward-looking planning, and premium construction of tourism landscapes," the subdistrict implements an integrated development strategy of "axial expansion, greenway encirclement, and layered growth" (the "axial band" refers to the green ecological transport axis — the development corridor from the Panshidian highway exit to Shengzhu Road in Fangyuan Subdistrict; the blue riverine landscape — the ecological sightseeing belt along the Dongcun River). This transforms Fangyuan Subdistrict into a large-scale scenic area and establishes it as a renowned eco-leisure town in Jiaodong.

Fangyuan Subdistrict is divided into three tourism circles: the Zhaohu Mountain Tourism Circle, the Likou Tourism Circle, and the Fangyuan Industrial Tourism Circle.

(1) Zhaohu Mountain Tourism Circle

1. Zhaohu Mountain National Forest Park. Located at the center of Yantai, Qingdao, and Weihai, the park enjoys a superior geographical position. Within the park, mountain ranges share a common ridge, two rivers flow around the main peak, and landscapes are crisscrossed by scenic trails. With a pleasant climate that is warm in winter and cool in summer, it serves as an ideal destination for vacationing, summer retreats, sightseeing, and leisure. Key leisure and entertainment facilities, as well as resort amenities, have been developed, including canyon rafting, alpine horse ranches, Buddhist monasteries, Huangcaowan Farmstead, and Zhaohu Mountain Garden. Its primary functions revolve around Buddhist culture and mountain leisure.

2. Tianlai Valley Scenic Area. Boasting excellent transportation access, the valley is surrounded by mountains on three sides, with a gourd-shaped mountain contour. The area features uniquely shaped peaks and crystal-clear waters, along with dense pine forests. Facilities such as the main gate, green ecological restaurant, resort log cabins, and business leisure center have been constructed, and activities including mountain rafting, kayaking, grass skiing, team-building training, and CS battle games have been developed. Its primary functions focus on mountain sports and leisure entertainment.

(2) Likou Tourism Circle

This circle mainly includes an entrance service area, mountain forest resort area, health and wellness area, agricultural and fruit-picking area (farmstead), leisure and entertainment zone, RV camping zone, and farmhouse experience area. It encompasses attractions and facilities such as Shenquan Mountain Villa, Cold Spring Bathing Beach, Forest Oxygen Bar, team-building training base, farmstay lodges, and rafting projects. Its core function is mountain forest leisure, wellness, and vacation.

(3) Fangyuan Industrial Tourism Circle

Divided into three major zones: the industrial visit and tour area, corporate culture visit area, and the Fangyuan Fuding Wine Manor wine-tasting experience area. It features industrial tourism characterized by a corporate culture-led approach.

In addition, there are several uniquely distinctive auxiliary tourist attractions.

(1) Mujia Village Mingshiyuan

Located in a valley at the southern foot of Mount Zhaohu, this site was first built during the Hongwu era of the Ming Dynasty and is recorded as the earliest location for growing southern tea varieties in the north. The valley is surrounded by nine peaks, with year-round mountain springs known as Jiulong (Nine Dragons) Spring. The soil environment is highly suitable for tea cultivation, fostering a chemical-free ecological tea garden. The scenic area, rooted in ancient cultural elements such as old temples, offers leisure and entertainment facilities, green catering services, and primarily focuses on fruit and vegetable picking, leisure, and ecological sightseeing.

(2) Beichengyang Village Pollution-Free Vegetable Base

Leveraging its own advantages, Beichengyang Village adjusted its industrial structure by capitalizing on villagers’ tradition of growing vegetables in greenhouses. With an investment of over 50 million yuan from Qingdao’s “Liuhé” Group, a 269-acre organic, pollution-free vegetable base was established. It has been listed as a peanut seed breeding base in Shandong Province and developed into an agro-industrial tourism attraction. Its main functions include fruit and vegetable picking, ecological sightseeing, and agro-industrial tourism.
