The Former Site of Government Offices in the Bohai Revolutionary Base Area serves as a patriotic education base and a national defense education base.

The Former Site of Government Offices in the Bohai Revolutionary Base Area and the Party Spirit Education Base for Party Members and Leading Cadres in Binzhou City is an educational and training base for cadres jointly organized by the Huimin County Committee of the Communist Party of China. It provides party spirit education, patriotic education, integrity education, and education on the Marxist mass perspective to party members and leading cadres at all levels across the city. The base is located in the northern part of Huimin County, east of the historic architectural complex of the former Wuding Prefecture Government. Construction began in August 2012, covering an area of 8,500 square meters. It is divided into five exhibition areas: the First and Second Courtyards of the Bohai Revolutionary History, the Courtyard of the Former Site of Government Offices in the Bohai Revolutionary Base Area, the Theme Square, and the Martyrs’ Stele Corridor. It systematically reviews the glorious history from 1937 to 1950, during which the military and civilians in the Bohai Revolutionary Base Area united in supporting the frontlines and achieving victory in the War of Resistance. On July 1, 2013, the inauguration ceremony of the Former Site of Government Offices in the Bohai Revolutionary Base Area and the unveiling of the Party Spirit Education Base, Patriotic Education Base, and Integrity Education Base in Binzhou City were grandly held, marking the completion and official operation of the education base. Since its official launch on July 1, 2013, the base has, in conjunction with the Party’s Mass Line Education Practice Campaign as well as the “Three Stricts and Three Honests,” “Two Studies, One Action” educational initiatives, received over 520 batches of leaders and trainees at the central, provincial, municipal, county, and district levels—totaling more than 29,600 individuals. It has been successively awarded titles such as National Popular Science Base for Humanities and Social Sciences, Shandong Provincial Patriotic Education Base, Shandong Provincial Model Base for Confidentiality Education, Shandong Provincial National Defense Education Base, and Shandong Provincial Research and Education Base for the History of the Communist Party of China.

As a venue for commemorating history, promoting the spirit of the old Bohai region, a model base for party spirit education, and a window for external publicity, the Former Site of Government Offices in the Bohai Revolutionary Base Area and the Party Spirit Education Base for Binzhou City will, in the next phase, build upon current achievements, persist in continuous improvement while conducting training, strengthen management, expand influence, delve deeper into its historical essence, enhance functionality, and promote upgrading. The aim is to properly maintain and develop the educational base, and to establish it as an important platform where party members and leading cadres at all levels across the city can undergo party spirit tempering, elevate their ideological standards, practice the Party’s Mass Line Education Campaign, and further engage in the specialized education of “Three Stricts and Three Honests” and the “Two Studies, One Action” learning initiative.
