The Former Site of the First Congress of Workers, Peasants, and Soldiers in Ninghua County is a cultural heritage site protected at the provincial level in Fujian Province.

Location: Huaiyang Village, Huaitu Township, Ninghua County

Description: The site was originally the ancestral hall of the Liu family, rectangular in layout, covering an area of about 1,000 square meters. It features a mixed post-and-lintel and mortise-and-tenon structure, consisting of a gate tower, front hall, main hall, and auxiliary rooms. In early November 1931, Zhang Dingcheng, a member of the Fujian Provincial Committee of the Communist Party of China and Chairman of the Western Fujian Soviet Government, presided over the First Congress of Workers, Peasants, and Soldiers in Ninghua County here, establishing the Ninghua County Soviet Government and the Ninghua County Committee of the Communist Party of China.

Protected Area: The site itself and an additional 20 meters outward from the surrounding courtyard.

In 2009, the Former Site of the First Congress of Workers, Peasants, and Soldiers in Ninghua County was announced by the People's Government of Fujian Province as part of the seventh batch of provincial-level cultural heritage protection units.

Huaitu Town: A township under the jurisdiction of Ninghua County. The Huaitu Commune was established in 1958, merged into the Hekou Commune in 1959, re-established in 1966, and converted to a township in 1984. It is located in the southwestern part of the county, 20 kilometers from the county seat. Covering an area of 106 square kilometers with a population of 33,000, it is traversed by the provincial Fuwu Highway. The township administers 20 village committees: Huaiyang, Tianbei, Hangu, Wubei, Hekeng, Qingping, Aimen, Zhukeng, Sunkeng, Shuidong, Chiling, Fengshan, Tuanjie, Qiaotou, Dawang, Lishu, Shibian, Zhuyuan, Wuxing, and Yuxia.
