Site of the Former Quanshang County Committee of the CPC and the Quanshang County Soviet Government
The Site of the Former Quanshang County Committee of the CPC and the Quanshang County Soviet Government – the Li Clan Ancestral Hall – is located in Xiayan Group, Quanshang Village, Quanshang Town, Ninghua County (the town center).
In July 1933, the Red Army’s Eastern Expeditionary Force won the Battle of Quanshang Fort during its campaign in Fujian, liberating the northeastern part of Ninghua. To strengthen the Party’s unified leadership over the newly liberated area, the 48th meeting of the Provisional Central Government of the Chinese Soviet Republic decided in August 1933 to establish Quanshang County, along with the Quanshang County Committee of the CPC and the Quanshang County Soviet Government. Wang Huimin and three others successively served as county party secretaries, while Zeng Qinzong and two others successively served as chairpersons of the county Soviet government. The government included various departments such as Internal Affairs, Finance, Food Supply, Land, Labor, Education, Culture, Military Affairs, Judiciary, and Security Bureau. Initially, the county Soviet government was set up in Wufang Township, Wufang District (present-day Wufang Village, Hucun Town, Ninghua County), and in February 1934, it moved to Xiayan Li Clan Ancestral Hall in Quanshang Township, Quanshang District (present-day Quanshang Village, Quanshang Town).
After relocating to Quanshang, the Quanshang County Committee of the CPC and the Quanshang County Soviet Government launched a vigorous land revolution movement, mobilizing the masses to overthrow local tyrants, distribute land, develop the economy, join the military, fight in battles, and support the front lines, making significant contributions to the expansion and consolidation of the Central Soviet Area. In May 1934, Quanshang County was placed under the jurisdiction of the Soviet Government of Min-Gan Province from the Soviet Government of Fujian Province. In December 1934, the Quanshang Soviet Area fell.
The original site of the Quanshang County Committee of the CPC and the Quanshang County Soviet Government was the Xiayan Li Clan Ancestral Hall in Quanshang Village. Facing south and covering an area of 460 square meters, it was a single-courtyard brick-and-wood hybrid structure built during the Qing Dynasty. Due to its early construction and years of disrepair, most of the building had collapsed, leaving only ruins. In 2005, descendants of the Li family built a new single-courtyard brick-and-concrete structure on the original site, still referred to as the Li Clan Ancestral Hall (new). The original old Li Clan Ancestral Hall in Xiayan no longer exists.

Quanshang Village: Located at the center of Quanshang Town, Quanshang Village governs 20 villager groups, with 785 households and a total population of 3,209. It has 3 Party groups, 60 Party members (including 9 female and 51 male members, and 16 villager representatives). The village’s two committees consist of 7 members: 4 from the Party committee and 3 from the village committee, along with 6 villager representatives, 6 Party members, and 1 female (the women’s director).
