The site of the First Congress of the Soviet Government of the Min-Gan Provincial Soviet is a classic red tourism attraction.

The site of the First Congress of the Soviet Government of the Min-Gan Provincial Soviet is located at No. 18 Zhongshan South Road, Fuxing Community, Suixi Town, the county seat of Jianning County, currently the site of Jianning County Experimental Primary School.

From December 12 to 13, 1933, the First Congress of the Soviet Government of the Min-Gan Provincial Soviet was held in the Dacheng Hall of the Confucian Temple in the county town of Jianning. Delegates attending the congress included representatives from the Provisional Central Government of the Chinese Soviet Republic, leaders of the First Front Red Army and its various corps, representatives from the Min-Zhe-Gan, Manchuria, Shandong, and Henan Provincial Soviets of the Chinese Soviet Republic, leaders of the Min-Gan Provincial Soviet, representatives of the local Red Army in the Min-Gan region, and representatives from 13 counties (areas) under the jurisdiction of the Min-Gan Provincial Soviet, including Jianning, Lichuan, Taining, Jiangle, Sha County, Shunchang (Yangkou), Guangze, Dongfang, Jinxi, Zixi, Chongan, Pucheng, and Yanshan—totaling more than 400 people. Zhou Enlai, the Political Commissar of the First Front Red Army, Zhu De, Commander-in-Chief of the First Front Red Army, and Shao Shiping, Chairman of the Min-Gan Provincial Revolutionary Committee, delivered a political report, a military report, and a report titled “The Current Political Situation and the Tasks of the Min-Gan Provincial Soviet,” respectively. In his report, Shao Shiping pointed out that the Min-Gan Provincial Soviet was at the very front line of the war, and its sole central task was warfare—all work and life must serve the war effort, and seven key struggle tasks had to be resolutely carried out. The congress elected the Executive Committee of the Min-Gan Provincial Soviet and its Presidium, with Shao Shiping as Chairman, officially proclaiming the establishment of the Min-Gan Provincial Soviet Government. It also elected 37 delegates from Min-Gan, including Gu Zuolin and Shao Shiping, to attend the Second National Congress of the Chinese Soviet Republic.

The site of the First Congress of the Soviet Government of the Min-Gan Provincial Soviet was originally the Dacheng Hall of the Confucian Temple in the county town of Jianning. After the Red Army’s Long March in 1934, the Jianning County Nationalist Government established the County Dacheng Central Primary School in the Confucian Temple, using the Dacheng Hall as the school auditorium. After the liberation of Jianning in 1950, the county government took over the school and renamed it Jianning County No. 1 Primary School, which was later changed to Jianning County Experimental Primary School in 1959. The building was demolished during school renovations in the 1970s.
