Located within the campus of Dongbang Village Primary School (now the site of Dongbang Kindergarten) in Caoxi Subdistrict, Xinluo District, it was built in the late Qing Dynasty, faces east, and covers an area of 320 square meters. The structure is a single-story earthen-and-wood building with tiled roofing, consisting of a front and rear hall and corridors on both sides. The courtyard features a covered walkway with raised beams, tiled roofing, and a flush gable roof, giving it a distinctive architectural style.

In late April 1928, the Provisional County Committee of the Communist Party of China in Longyan relocated here to operate and remained for a year and two months. During this period, it led the massive “Longyan County Uprising of the 18th Year of the Republic of China,” organized peasant militias to coordinate with the Fourth Red Army led by Mao Zedong and Zhu De in a series of major revolutionary activities such as the “Three Battles of Longyan City,” and guided the county’s revolutionary struggle from a low point to a high tide. This site became an important cradle and leadership center of the revolution in Longyan.

In 2018, it was designated as a sixth-batch county-level cultural relic protection unit by the Xinluo District Government.

Dongbang Village: Dongbang Village is located in the southeastern part of Caoxi Town, 3 kilometers from the town center. It is a plain village within the planning area of the central urban area of Longyan and is classified as a revolutionary base village. The village has 188 households, 567 residents, one natural village with three villager groups, and 29 party members, including five female party members. The total area of the village is 3,100 mu, including 440 mu of arable land and 1,285 mu of forest land, with a per capita arable land area of 0.9 mu.
