The former site of the Political Department and Headquarters of the Fourth Army of the Chinese Workers' and Peasants' Red Army is a cultural relic protection unit of Fujian Province and a classic red tourism attraction.

The former site of the Political Department and Headquarters of the Fourth Army of the Chinese Workers' and Peasants' Red Army is located at No. 62 Heping Road, Longyan City, within the compound of the former municipal government at the foot of Songtao Mountain, adjacent to Zhongshan Park. It was built in 1927 by warlord Chen Guohui, who was then the brigade commander of the First Mixed Brigade of the Fujian Provincial Defense Forces. This building is a single-story, arcade-style, two-story Western-style structure made of brick and wood. The floor plan is square, facing east and west, covering a land area of 361 square meters and a construction area of 750 square meters.

On June 19, 1929, under the leadership of Mao Zedong, Zhu De, Chen Yi, and others, the Fourth Army of the Chinese Workers' and Peasants' Red Army captured Longyan City for the third time, eliminating the notorious bandit Chen Guohui’s brigade. The headquarters was then set up here. During his stay, Commander Zhu De actively persuaded local bandit leaders such as Liu Liebo to join the Red Army, thereby strengthening revolutionary forces. This experience contributed valuable insights that informed the resolutions of the Gutian Conference, particularly regarding the handling of bandits (local militias), making a significant impact. In 1985, it was designated as a second batch provincial-level cultural relic protection unit.

The county seat, Shangtang, belonged to the thirty-ninth district of Yongning Township. Legend has it that this area was once a vast expanse of lakes and ponds, divided by Xiashan Mountain (Longquan Mountain) and Yushan Mountain (Chan Mountain) into three ponds (Shangtang, Zhongtang, and Xiataing) and three inlets (Pudong, Puxi, and Pukou). The county seat was located on the upper part of Yushan Mountain, hence the name Shangtang.
