The Constitution and Hangzhou share a very deep connection.

From December 28, 1953 to March 14, 1954, Chairman Mao Zedong led members of the Constitution Drafting Committee, spending sleepless nights at Building 30 in Courtyard 84, Beishan Street, drafting the initial version of the constitutional draft, historically known as the “West Lake Draft,” which laid an important foundation for the official birth of the 1954 Constitution.

Building 30 was constructed in the 1930s as a villa from the Republican era, with a total floor area of 756 square meters.

In 2014, the Standing Committee of the National People's Congress legislatively designated December 4 as “National Constitution Day” and stipulated that the state should carry out various forms of constitutional education and publicity activities.

Against this backdrop, the construction of the “May Fourth Constitution” Historical Materials Exhibition Hall was initiated. It is a commemorative venue approved by the central government and officially opened on December 4, 2016, the third “National Constitution Day.”

On October 7, 2019, the Site of the Drafting of the 1954 Constitution was included in the eighth batch of National Key Cultural Relics Protection Units.
