The Haining Seawall is located within Haining City, stretching from Wengjiabu at the border with Yuhang District in the west to Gao Yangshan in the east, where it connects with the seawall of Haiyan County. It measures 53.6 kilometers in length, with an average width of 10 meters. This accounts for 33.5% of the total length of the seawalls on the northern bank of the Qiantang River. The Haining Seawall is notable for the integrity and authenticity of its preservation, making a positive contribution to the comprehensive showcasing of tide culture, and representing the pinnacle of seawall construction techniques.

On August 11, 2010, the Chang’an Section of the Haining Seawall was designated as a municipal-level cultural heritage site of Haining City.

In 1958, the Chang’an People’s Commune was established; in 1961, it was restructured as a county-administered town; and in 1992, Chang’an Township was merged into the town. The town administers 16 village committees: Chushi, Dongchen, Yancang, Lu’er, Tianming, Hongjin, Xinmin, Vegetable Village, Laorzhuang, Dongguan, Wantu, Weiguo, Xiaowang, Jinqiao, Mugang, and Fishermen.
