Xu Xiaoxuan, of Han ethnicity, with the formal name Yong’an and courtesy name Xiaoxuan, was born in 1916 in Xian Nu Miao Town (now Xian Nu Town), Jiangdu County. In 1931, he apprenticed at Zhen Tai Money Shop in Xian Nu Miao as a clerk. In 1935, he joined Wuxi Gongyi Iron Factory as an accountant, later becoming the head of the finance department. After the “August 13th Incident” in 1937, he initiated a workers’ group to protect the factory. When the factory decided to relocate its equipment to Wuhan, he risked enemy air raids and managed, after many difficulties, to transport ledgers and other documents to Hankou. He then followed the factory when it relocated to Chongqing. In early 1938, he joined the Youth Mutual Aid Association through an introduction by Sha Qianli, a leader of the Salvation Association. In May of the same year, he joined the Communist Party of China through the introduction of Yang Xiufan, served on the editorial board of the monthly magazine "Youth-" founded by the Sichuan–East Youth Committee, and was responsible for its distribution. In the spring of 1939, he became the head of the propaganda department of the Sichuan–East Special Committee Youth Committee of the CPC, later being transferred to serve as a member of the New Urban District Committee of the CPC in Chongqing. In April 1940, while active at the No. 21 Arsenal in Daxi, he was arrested due to betrayal by a traitor and detained at the Bai Gongguan Detention House. In 1941, he was transferred to Xifeng Prison. In July 1946, he was returned to the Bai Gongguan Detention House, where he formed a temporary CPC branch with Tan Shenming and Han Zidong. He served as the branch secretary and led fellow detainees in multiple escape attempts. On November 27, 1949, just before the liberation of Chongqing, Xu Xiaoxuan was tragically executed by Kuomintang agents.

In late 1996, the municipal party committee decided to renovate and open Xu Xiaoxuan’s former residence. Seven organizations including the Municipal Party Committee Propaganda Department and the Municipal Civil Affairs Bureau jointly issued a notice, mobilizing all party members, league members, and people from all walks of life in the city to actively participate in the renovation of the martyr’s former home. They called for a special party fee, a special league fee, and a special contribution. A total of 749,000 yuan was donated, including 540,000 yuan from individuals and 209,000 yuan from collective donations within and outside the city. A data collection team traveled to Wuxi, Chongqing, Xifeng, and other locations to gather a large number of physical items, photos, and textual materials. On September 28, 1997, the former residence was officially opened to the public. The residence consists of three courtyards and four wing rooms, covering an area of 554 square meters. It displays over 100 precious photographs and more than 10 personal belongings of martyr Xu Xiaoxuan, two sets of sculptures, and 14 inscriptions by leaders as well as calligraphy and paintings by notable figures.

In 1986, Xu Xiaoxuan’s former residence was designated as a cultural relic protection unit of Jiangdu County by the Jiangdu County Party Committee and County Government. In 1993, it was named a patriotic education base by the Jiangdu County Party Committee and County Government. In 1997, it was named a patriotic education base by the Yangzhou Municipal Party Committee and Municipal Government. In 2001, it was designated as a provincial-level patriotic education base by the Provincial Party Committee and Provincial Government.
