Suqian Software Park is located within the Suqian Economic Development Zone and is a provincially certified software and information service industry park approved by the Provincial Department of Information Industry. To accelerate the development of the software and service outsourcing industries, Suqian Software Park adheres to the development philosophy of "refining the carrier, creating the environment, boosting the industry, and fostering shared growth." Centered around three major tasks—industry promotion, park planning and construction, and enterprise services—it highlights four key priorities: talent aggregation, technical support, industrial characteristics, and collaborative innovation. The park strives to create six major service platforms for enterprises: talent assurance, technical support, business collaboration, financing services, intellectual property protection, and technological innovation.

Guided by the design philosophy of "humanity, nature, and technology" and the concept of "mountains, water, greenery, and gardens," Suqian Software Park is being developed as a national-level service outsourcing demonstration base. With a total construction area of 600,000 square meters, it focuses on industries such as call centers, e-commerce, software R&D, IC design, digital animation, and cultural creativity. Currently, the first phase of the park—a 23-story building with a construction area of 42,000 square meters and comprehensive supporting facilities—is fully operational. The ongoing second phase of the park covers a planned area of 420 acres and will prioritize the development of a call center zone, e-commerce zone, IC design zone, animation and gaming zone, core supporting facilities, and white-collar apartments. The third phase of the park spans 1,400 acres, with project planning already underway.

Thanks to first-class hardware facilities, accurate development positioning, favorable investment policies, an efficient service environment, and standardized operational guarantees, a large number of domestic and international software and service outsourcing enterprises have flocked to the park. Suqian Software Park has attracted 51 software service outsourcing companies, including the Microsoft East China Training and Certification Center, Taobao Training Center, Kaiyuan Technology, Runxing Software, Nengbang Information, Tengkai Communications, and Whiston Creative Planning, with a total registered capital of 195 million yuan.

As construction continues to accelerate, Suqian Software Park will become a comprehensive industry base integrating public training, public services, business residence, catering services, banking, postal services, and fitness facilities. It will feature distinctive industrial characteristics and reach a top-tier national level in software and service outsourcing. The park will also evolve into a "globalized, clustered, and landscaped" high-tech hub that is environmentally friendly, easily accessible, fully equipped, and capable of accommodating 20,000 people for work and daily life.
