The former site of the new plant of the Shanghai Municipal Council's Electrical Department is located at No. 2800 Yangshupu Road, Yangpu District. Yangshupu Power Plant (Shanghai first had electric lights in 1882. British businesses built three power plants along the Suzhou River. In 1908, the Shanghai Municipal Council established an Electrical Department, acquired the old plants, and built a large plant in Yangshupu, which started supplying electricity in 1913. In 1929, the American International Electric Company purchased the plant, renamed it the Shanghai Power Company, and monopolized Shanghai’s electricity supply). In 1929, the Shanghai Municipal Council's Electrical Department under the British Concession sold all its enterprises to the American International Electric Bond and Share Company, and it operated as the Generating Department under the Shanghai Power Company. In 1947, the power plant put into operation the first high-temperature, high-pressure coal- and oil-fired tandem unit in the Far East.

According to information from the 2009 Power Construction Promotion Work Conference, Shanghai planned to invest approximately 12.3 billion yuan in 2009 to initiate a total of 214 power construction projects. At the same time, in the fourth quarter of 2009, the city aimed to shut down some small thermal power units at the Minhang and Yangshupu power plants, totaling 240,000 kilowatts. Alongside the closures, efforts were made to ensure that at least one unit each from the Caojing Power Plant and Wujing Thermal Power Plant renovation projects would go into operation by the end of the year. Various green energy initiatives were also set to accelerate, including the construction of the Lingang Gas Turbine Power Plant, Changxing Island Power Plant, and the Phase II expansion of Shidongkou. Projects such as the 100,000-kilowatt offshore wind power project near Donghai Bridge, solar power, and natural gas power generation were also to be expedited.
