The Helili Lake Water Conservancy Scenic Area in Hegang City is located nine kilometers northwest of Hegang, Heilongjiang Province. The scenic area is centered around Hegang’s No. 5 Reservoir and mainly consists of the reservoir, rivers, mountains, forests, and wetlands. With an ecological and leisure vacation theme, the upstream area of the reservoir boasts well-preserved forest vegetation, abundant water volume, and clear water quality. The vast water surface stretches as far as the eye can see, with distant layered mountains and blue skies reflected on the water, creating a harmonious and picturesque scene that resembles a fairyland on earth, attracting a constant stream of visitors. The scenic area benefits from convenient transportation and a superior regional location. Together with the Wuyang Industrial Park, currently under construction 4.5 kilometers southwest of the city center, it forms a vibrant and colorful urban corridor, which holds significant importance for the economic development of Hegang City. As various service facilities are gradually improved, the scenic area has now become a major leisure destination for the residents of Hegang, with broad market development prospects.

The Heilongjiang Provincial Hegang Water Authority has recently developed several high-quality green landscape belts in areas such as the Helili Lake National Water Conservancy Scenic Area, effectively promoting the landscape renovation and upgrade of the water conservancy scenic zones.

To ensure the smooth implementation of this year’s water conservancy afforestation and greening efforts, the Hegang Water Authority overcame challenges such as tight schedules, heavy tasks, and limited personnel. They made the most of the limited spring greening period, leveraging the existing management staff at the scenic area, mobilizing the Water Authority’s emergency rescue mobile team, organizing agency officials and employees, and actively coordinating with stationed military personnel to participate in the greening work. They specially engaged several professional institutions, including the Central Academy of Fine Arts and Harbin Institute of Technology, to carry out unified planning for the greening of the Helili Lake National Water Conservancy Scenic Area and the Qingyuan Lake Scenic Area. With a focus on “high standards, premium results, and distinctive features,” they emphasized the themes of “water” and “greenery.” Additionally, they invited multiple gardening experts from within and outside the province to provide on-site scientific guidance, strictly managing every technical aspect and ensuring key maintenance procedures such as soil preparation, watering, and support. Their efforts guaranteed that every planted area would thrive, turn green, and become beautiful.

The bureau has invested a total of 4.5 million yuan, deploying large machinery vehicles over 600 times and mobilizing more than 10,000 workers, completing 410 acres of afforestation and greening tasks—137% of the annual plan. In locations such as Qingyuan Lake, the Welcome Boulevard Landscape Belt, Helili Lake, the Water Conservancy Nursery, small reservoir areas, the 5-kilometer Military Unit, the Mine Bureau Coal Construction Farm, and the Second Pumping Station of the Water Supply Company, they planted over 150,100 trees and shrubs of more than 20 varieties, including poplar, willow, birch, mountain pear, hawthorn, Scots pine, golden willow, and lilac. They also planted more than 19,000 precious flowers of over 20 types, such as peony, paeonia, canna, iris, and lily. The combination of lush green trees and vibrant flowers adds brilliant colors and distinct layers, enhancing the overall charm of the water conservancy scenic area and contributing to the elevation of the city’s aesthetic appeal.
