Former Site of the Northeast Bureau of the CPC Central Committee

The former site of the Northeast Bureau of the CPC Central Committee is a classic red tourism attraction.

The former site of the Northeast Bureau of the CPC Central Committee is located on Shengli Street, Hailong Town, Meihekou City. Currently, only three or four old houses remain at the site, which now form part of a residential area.

Following the victory in the War of Resistance against Japan, in order to safeguard the fruits of the people's resistance and build up revolutionary strength, the CPC Central Committee revised its strategy by dispatching main forces and cadres from various liberated areas to the Northeast. Chen Yun and Peng Zhen were appointed as alternate members of the Secretariat of the CPC Central Committee to lead the Northeast Bureau. On September 18, 1945, the Northeast Bureau of the CPC Central Committee was officially established, commonly referred to as the Northeast Bureau.

As the situation evolved and KMT forces advanced toward Shenyang, the Northeast Bureau of the CPC Central Committee relocated several times before settling in Hailong. Here, it not only established a solid base but also set up the Jiliao Provincial Party Committee and the Jiliao Military District. In 1946, the Northeast Bureau moved to Meihekou Town (now Meihekou City) and Hailong Town in two phases via Fushun. On January 21, Lin Feng, head of the Organization Department of the Northeast Bureau, led the Organization Department, Propaganda Department, Social Department, General Office, and the Northeast Daily newspaper, among others, to Hailong Town to establish the base. The Northeast Bureau sent work teams to assist and decided to form one of the bureau’s four major regional committees—the Jiliao Provincial Party Committee (also known as the Eastern Manchuria Regional Committee)—by drawing cadres from the Bureau’s Cadre Department and Communications Department. This committee oversaw four sub-provinces: Jilin, Liaobei, Jidong, and Tonghua, along with the Jilin Municipal Party Committee and 32 county-level Party committees. At the same time, the Jiliao Military District and the Hailong County Committee of the CPC were also established, initially under the jurisdiction of the Liaoning Provincial Party Committee. The first secretary of the Hailong County Committee was Wang Dachuan, with Li Bingxun as deputy secretary and Chen Hong as head of the Organization Department. District committees were successively established in Shancheng Town, Yiyiying, Xingling, and Zhonghe, along with the Hailong County Women’s Federation. During the Northeast Bureau’s stay in Hailong, over 20,000 cadres were assigned to various parts of the Northeast after discussions with Lin Feng, earning Hailong the title of the “cradle of cadres in the Northeast.” Later, under the leadership of Peng Zhen, the Northeast Bureau relocated to Changchun.

Due to the long passage of time, the site has become dilapidated and is difficult to restore.

Hailong Town: Hailong Town is a historic cultural city with a long history. In the early Qing Dynasty, it was designated as an imperial hunting ground for the Shengjing royal family. In the fifth year of the Guangxu reign (1879), a general administration office was established, with two subdivisions: the left wing in Chaoyang Town and the right wing in Shancheng Town. In the sixth year of Guangxu (1880), a pacification office with a civil magistrate was set up. In the 27th year of Guangxu (1901), it was elevated to the status of Hailong Prefecture.
