Immortal Cave Forest Park is located in the northwest of the city, about 1.5 kilometers from the city center. In June 2002, the Municipal Party Committee and Municipal Government, in line with the overall plan for Panshi as a medium-sized city, decided to develop the Immortal Cave Park. They commissioned the Jilin Provincial Forestry Survey and Design Institute to formulate the master plan for the park. In August of the same year, a special meeting of the Panshi Municipal People's Government was held to discuss issues related to the development and construction of the Immortal Cave Park. The meeting passed resolutions on tax and fee reductions for the park’s construction and various service-related matters, offering numerous preferential policies to developers. In May 2003, the Panshi Economic Development Zone Management Committee signed an agreement with Panshi Fulailai Food Co., Ltd. to develop and construct the Immortal Cave Park. The first phase of the project was planned with an investment of 16.4 million yuan, aiming to build an artificial lake, ski resort, horse racing field, and hotel. That year, departments such as forestry, water conservancy, and civil affairs carried out preliminary work including logging, well drilling, and tomb relocation in accordance with the plan.
