Typhoon Haitang (No. 10) lifted its land and sea warnings at 8:30 AM on the 31st, but the lingering influence of the southwest monsoon it brought has led to high humidity and heavy rainfall across multiple counties and cities in central and southern Taiwan. The Pingtung area has already experienced extremely heavy rain, while Tainan, Taitung, and mountainous areas of Kaohsiung have also seen torrential rains. On the 31st, there remains a probability of heavy or torrential rain in Yunlin, Changhua, Chiayi, Tainan, Kaohsiung, mountainous areas of Pingtung, and Kinmen. Localized heavy rain is also possible in Miaoli, Taichung, Nantou, Taitung, Penghu, Matsu, and mountainous areas of Hualien. With continuous rainfall in recent days, please be alert for landslides, falling rocks, debris flows, and flash floods. Residents in low-lying coastal areas should beware of flooding, and avoid entering mountainous and riverine areas.

Moderate Typhoon Noru is located 1,460 kilometers south of Tokyo (and 1,950 kilometers east of Taipei), moving northwestward at a speed of 9 km/h, with maximum wind speeds near the center reaching 45 meters per second. Travelers planning to visit Japan soon should stay alert.

The outer circulation of Typhoon No. 10 will ease by August 1st, but the probability of rainfall remains high across Taiwan. Especially in Tainan, Chiayi, Kaohsiung, and Pingtung, rain is expected through this Sunday. In central areas such as Changhua, Taichung, and Nantou, afternoon thunderstorms will persist during the day until Sunday. The northern region may see afternoon thunderstorms on Saturday, while Sunday will be overcast. The eastern region will also experience afternoon thunderstorms throughout the week. Most of Taiwan will face high temperatures with frequent afternoon thunderstorms.
