　　The General Administration of Sport of China has drafted the "Administrative Measures for the Licensing of High-Risk Sports Activities (Draft for Soliciting Opinions)," which is currently open for public feedback. The measures stipulate that the operation and management of high-risk sports activities require administrative licensing. No individual, legal person, or other organization may engage in the operation of high-risk sports activities without permission.

　　The draft for soliciting opinions defines the operation of high-risk sports activities as profit-driven business activities involving those sports listed and approved by the State Council as high-risk. These mainly include swimming, ice skating, skiing, diving, mountaineering, and others. Their operation and management require administrative licensing. Licenses are valid for five years.

　　The measures require operators to ensure that a specified number of social sports instructors and rescue personnel hold valid certifications. The number of consumers admitted to the operating premises must not exceed the specified limit.
