Since the implementation of two new departmental regulations by the Ministry of Public Security, including the "Regulations on the Application and Use of Motor Vehicle Driving Licenses," on January 1, they have attracted widespread public attention. The effects over the first week of implementation show that the new rules have begun to demonstrate positive impacts in regulating driving behavior, reducing traffic violations, and preventing major traffic accidents.
At present, some members of the public have raised relatively concentrated opinions and suggestions regarding the penalty regulations for "running a yellow light." In response, the Ministry of Public Security attaches great importance to these concerns and expresses gratitude for the public's care and support in road traffic management. Recently, the Traffic Management Bureau of the Ministry of Public Security specifically issued a notice, requiring local traffic management departments to primarily handle current violations of yellow light signals through education and warnings, with no penalties for the time being. The Ministry of Public Security will listen in depth to opinions from all sides, conduct scientific evaluations, and further refine and clarify the circumstances for investigating and penalizing violations of traffic signal lights, based on the actual conditions of road traffic management in China, so as to better maintain road traffic order and protect the safety of people's lives and property.
