Outdoor activities are becoming a popular trend among the public. However, due to a lack of effective management, safety incidents in outdoor activities have been occurring frequently. In response, Li Yingcai, a municipal People's Congress deputy, suggests that constraints and safeguards should be put in place regarding application, approval, organization and management, as well as safety rescue, to promote the healthy and orderly development of outdoor activities.
Li Yingcai suggests that outdoor activities should be managed under the supervision of the sports administrative department, with assistance from outdoor activity associations. He proposes that outdoor activities should be organized by entities or organizations with legal person status, and must include two or more individuals holding municipal-level outdoor activity qualification certificates. When organizing activities, qualified outdoor activity instructors and rescue personnel must be present. All team members must pass a physical examination at a hospital of level two or above, and the team must be equipped with essential gear such as cold-weather protection, communication tools, daily necessities, and medical supplies that meet requirements, as well as purchase professional outdoor activity insurance.
“A registration system should be implemented for outdoor activities,” Li Yingcai believes. For general, small-scale, short-term, and mass-participation outdoor activities, a registration should be applied for before the activity takes place. Large-scale outdoor activities within the region should apply for registration three months before the event. Climbing peaks above 3,500 meters should require approval one month prior to the activity. Appropriate accountability measures should be taken for accidents involving outdoor enthusiasts. Clubs that organize outdoor activities without approval shall be ordered to cease operations, and their instructors’ and rescuers’ certifications shall be revoked, with warnings issued to member units. Those who fail to dispose of domestic waste in an environmentally friendly manner or misuse fire sources will receive criticism and penalties. In the event of death or injury during outdoor activities, clubs and responsible individuals may face penalties such as suspension of operations.
