In recent years, persistent widespread smog in many parts of China has drawn public attention to measures for tackling severe pollution. Recently, the Jinan Municipal Government issued the "Jinan Emergency Response Plan for Severe Air Pollution," stipulating that when the Air Quality Index (AQI) reaches 500 during sustained periods of extreme pollution, mandatory odd-even vehicle license plate traffic restrictions will be enforced.
According to the Ministry of Environmental Protection's "Technical Regulations on Ambient Air Quality Index," air quality is considered severely polluted when it is at the level of heavy or higher pollution. The "Jinan Emergency Response Plan for Severe Air Pollution" classifies severe pollution episodes into three levels: when the AQI ranges from 201 to 300, it is classified as heavy pollution; when the AQI is above 300 but below 500, it is classified as serious pollution; and when the AQI reaches 500, it is classified as extreme pollution.
Jinan has stipulated that during periods of sustained extreme pollution, a series of mandatory pollution control measures will be implemented, including restricting the use of official vehicles belonging to Party and government organs and public institutions within Jinan, as well as social vehicles (excluding public transportation, taxis, and other vehicles essential for public wellbeing, as well as military, police, fire, and ambulance vehicles performing urgent duties), to alternate-day driving based on odd or even license plate numbers within the area enclosed by the urban expressway. Outdoor construction activities at building sites must cease entirely; the transport of construction waste will be halted; and open-air barbecues and burning will be prohibited.
At the same time, Jinan will increase inspection frequency for key sources of air pollution such as coal-fired boilers and industrial enterprises, and order those found to be exceeding emission limits or failing to properly operate pollution control facilities to suspend operations immediately.
The Jinan Municipal Government also reminds residents to take stronger health precautions. During periods of extreme pollution, children, the elderly, and people with heart or respiratory diseases—those who are more vulnerable—should stay indoors and avoid physical exertion. The general public is advised to avoid outdoor activities, and if going out is necessary, protective measures should be taken. Schools and kindergartens are advised to suspend outdoor activities.
