Onshore rowing competitions are a meaningful fitness activity and a competitive event that the general public can directly participate in. They not only enrich people’s leisure cultural life, but also promote cultural exchange and information dissemination, popularize knowledge of Olympic aquatic sports, and play a positive role in building a harmonious society.
This series of events aims to use sports as a platform to create an opportunity for citizens of Beijing and Shanghai to gather, exchange ideas, and mutually inspire one another.
In preparation for the 2013 First Beijing-―Shanghai Intercity Onshore Rowing Challenge, jointly organized by the Water Sports Administration Center of the General Administration of Sport of China, the Beijing Sports Federation, and the Shanghai Sports Federation, and to establish a distinctive brand event that is “low-carbon, fashionable, healthy,” and highly inclusive for all citizens, the following plan is formulated to actively prepare for the Beijing selection round:

Event Promotion:
1. Beijing Press Conference: A press conference for the 2013 Fourth Beijing Citizens' Rowing Competition and the First Beijing-Shanghai Citizens' Indoor Rowing Challenge will be held in Beijing before the event. Shanghai will hold a corresponding press conference at the same time.
2. On-site Media Coverage: Mainstream media in Beijing are cordially invited to attend the competitions and provide news and feature reports.

Competition Venues:Venues will be arranged by the district/county sports bureaus and participating universities. The finals will be held at Beijing Longtan Park.
Judges and Arbitration:Judges and arbitration committee members will be appointed by the National Sports General Administration’s Water Sports Administration Center and managed by the Beijing Water Sports Association.
Competition Events:
(1) Individual Events — Men’s 500m and Women’s 300m speed races;
(2) Team Events — 4×500m men’s and women’s team speed races (only for district/county competitions);
(3) Mixed Relay — 10×2-minute mixed gender relay race.
Competition Groups:
(1) Men’s and women’s individual events will be grouped based on pre-registration and on-site registration, with on-site registrants able to substitute for any pre-registered absentees;
(2) Men’s 4×500m and women’s 4×300m team relays will be conducted according to pre-set groups;
(3) The 10-person×2-minute mixed relay will be conducted according to pre-set groups;
(4) On-site registrants may only participate in men’s and women’s individual events.
Competition Format:
(1) Men’s and Women’s Individual Speed Races
The race distances are 500m for men and 300m for women. Rankings are determined by completion time, with the shortest time winning.
(2) Men's and Women's Team Events
The race distance is set at 2,000 meters. Each men’s and women’s team consists of four members, with each member rowing 500 meters. When the previous competitor completes their 500-meter segment, they must switch with the next competitor within two strokes. The flywheel of the machine must not stop during the exchange. Rankings are determined by rowing time, with the shortest time winning.
(3) 10×2-minute Mixed Gender Relay (Total Duration: 20 Minutes)
The total race duration is 20 minutes. Each team must have a minimum of 6 and a maximum of 10 registered participants, including at least 2 female members. Each participant must row for 2 minutes. When the previous competitor finishes their 2-minute segment, they must be replaced within two strokes. The flywheel must not stop during the exchange. Rankings are based on the total distance rowed, with the team covering the longest distance declared the winner.
If a team has fewer than 10 registered members, no more than 4 participants may perform repeated relays, and any individual may only repeat once.
(4) The event will be conducted as a single race without preliminary or final rounds. Rankings will be determined directly based on time and distance performance. Participants will compete in groups assigned by the judges and must complete the prescribed distance and time.
3Award Method:
(1) Outstanding individual athletes (top six in each event) and teams (top three) from each district and university selection round will advance to the Beijing Selection Round.
(2) Top individual athletes (10 citizens, 10 college students, and 10 journalists) from the Beijing Selection Round will form a team to travel to Shanghai to participate in the Beijing-Shanghai Inter-city Rowing Challenge.
(3) Winners who place in the top three in individual events and top three in team events at the Beijing Selection Round will receive trophies based on their rankings, performance certificates issued by the Beijing Aquatic Sports Association, and prizes (to be determined).
(4) Individuals and teams placing fourth to sixth in individual and team events at the Beijing Selection Round will receive performance certificates issued by the Beijing Aquatic Sports Association and prizes (to be determined).
(5) All participants will receive a souvenir commemorating their participation in this event, provided by the organizing committee.
(6) The top 10 individual and team results from this competition will be recorded on the Beijing ranking list for this event. These results and records will be published on relevant websites as targets for next year’s challenge.
(7) Outstanding male and female athletes who qualify for the selection round will have the opportunity to participate in a networking event organized by the organizing committee, which will include Olympic champions in aquatic sports (tentative).
(8) Outstanding individual athletes (top three) and teams (top three) from the Beijing-Shanghai Inter-city Challenge will have the opportunity to form a team to participate in the Asian Land Rowing Challenge held in Hong Kong in March 2014. The organizing committee will provide certain subsidies to participants, with specific arrangements to be announced separately.
4、Participation Method:
(1) Male and female citizens (including foreigners) working or living in Beijing, as well as government agencies, enterprises, institutions, and social organizations, may register for individual and team events through the designated website of the Beijing Aquatic Sports Association or on-site registration.
Government agencies, enterprises, institutions, and social organizations may register for individual and team competitions online via the designated website of the Beijing Aquatic Sports Association or on-site.
(2) Citizens participating in the Dongcheng, Xicheng, and Chaoyang preliminary rounds may register and compete in their respective districts with their ID cards.
Citizens from other districts may choose one district to register and compete in but may not register in multiple districts.
(3) Participants in the Beijing University Selection Round will be registered by the Municipal University Sports Federation to compete.
(4) Journalists from Beijing participating in the selection round will form a team to compete in the Beijing-Shanghai Challenge, depending on the situation.

(5) Citizens (non-retired athletes) participating in the district preliminary rounds must be aged 12 or above and under 60. Retired athletes must be aged 40 or above (ID required). The organizing committee will group participants for the competition based on online and on-site registrations.

(6) All participants in the preliminary rounds must pay a registration fee of 20 RMB when registering with the organizing committee. No refunds will be issued for those who fail to participate.

(7) For citizen representatives participating in the Beijing-Shanghai Challenge, the organizing committee will cover Shanghai-related expenses and 50% of train ticket costs during the event.

(6) The competition follows the rules established by the organizing committee.
5, Entry Requirements:
(1) Participants must adhere to proper conduct.
(2) Respect the judges, respect others, and refrain from any improper behavior.
(3) Do not intentionally damage the rowing machines or other equipment in the venue.
(4) Do not use foul, threatening, or abusive language or gestures toward others.
(5) Do not interfere with or disrupt the normal progress of the competition through unsportsmanlike behavior.
(6) Do not harass the judges or venue staff, thereby disrupting the normal conduct of the competition.
(7) Do not engage in any violent behavior that may cause harm to others.
(8) Violation of the above entry guidelines will result in disqualification and the invalidation of competition results.
(9) Participants must be in good health and fit to compete. Participants are solely responsible for their own health and safety, and must sign a waiver on-site.
(10) Transportation and lunch expenses related to the competition incurred when registering for the selection round in this region shall be borne by the participants themselves.
6、Safety Measures:
(1) Warning lines will be set up around the venue and managed by designated personnel to ensure the safe and orderly conduct of the competition.
(2) Medical personnel will be stationed at the venue with necessary life-saving medications. In case of a critical emergency, 120 or 999 will be called immediately for assistance.
(3) If the competition cannot be held outdoors due to weather conditions, it may be moved to a suitable indoor venue or postponed to ensure smooth proceedings.
