Hikers who venture into undeveloped and unopened primeval forests and canyons not only put themselves at risk but also create various potential hazards. Yesterday, reporters learned that the revision and legislation of the "Huangshan Scenic Area Management Regulations" (hereinafter referred to as the "Regulations") has been initiated, aiming to address new issues with corresponding solutions.
The "Regulations" were promulgated by the provincial People's Congress Standing Committee in 1989 and have been revised three times since then, playing a crucial role in the protection, management, and development of Huangshan. However, over time, some new problems have emerged—such as hikers unauthorizedly entering undeveloped primeval forests and canyons within Huangshan. Such incidents have become increasingly frequent in recent years, and rescue operations become extremely difficult once emergencies occur. Additionally, some hikers bring fire sources up the mountain without permission, and even start fires, posing serious threats to forest safety.
The Huangshan Scenic Area has put forward suggestions for the revision of the "Regulations." Currently, the "Regulations" do not explicitly prohibit hikers from entering undeveloped and unopened areas, so such a prohibition should be added. It should also clearly stipulate that apart from operational vehicles and those approved by the management committee for official duties, all other social vehicles are prohibited from entering the scenic area. Operational vehicles within the scenic area should use environmentally friendly models.
Recently, a research team from the provincial People's Congress Standing Committee has conducted a field study at the Huangshan Scenic Area regarding the legislative revision of the "Regulations." The draft team for the revision and legislation will carefully review, analyze, and study the opinions and suggestions put forward by the Huangshan Scenic Area.
