According to Malta’s Times of Malta, as the EU’s rotating presidency country for the first half of 2017, Malta will play a facilitating role in advancing discussions on issues such as neighborhood policy, Mediterranean affairs, maritime cooperation, and immigration. Malta is the world’s only country that is quadruple in status (i.e., simultaneously an EU member, Eurozone member, Schengen Area member, and Commonwealth nation), known as the “Garden of European Royalty,” and has long been a popular destination for tourists from Europe and America. In recent years, with the rise of a new political party, Malta has increasingly come into the view of the Chinese public, and bilateral cooperation between China and Malta has become ever closer. It is understood that Malta received approximately 1.7 million tourists from around the world in 2015. On October 25 of this year, the Maltese Prime Minister announced that the Maltese government had signed agreements with the Bank of China and China International Travel Service, which will lead to a significant increase in the number of Chinese tourists visiting Malta from 2018 onward.
In terms of immigration policy, following the Malta passport program, in August 2015, the Maltese government officially launched a new government bond investment immigration program, marking the beginning of a new wave of European immigration.
