Taipei 2015 New Year’s Eve Gala Traffic Control and Transport Plan Information

In response to the expected large crowds, a three-phase traffic control plan will be implemented around the Xinyi Planning District starting at 7:00 PM on that day, as follows:

On the evening of December 31st, the Taipei New Year’s Eve Gala 2015 — “Taipei is the Most Exciting New Year City” — will be held in the Xinyi Planning District. In response to the expected large crowds, a three-phase traffic control plan will be implemented around the Xinyi Planning District starting at 7:00 PM on that day, as follows:

I. Phase One (7:00–8:00 PM, December 31st — vehicles only allowed to exit, not enter)
(1) Controlled Area: The area enclosed by Keelung Road, Ren’ai Road, Zhongxiao East Road, Songren Road, Xinyi Road, Songshou Road, and Shifu Road. (See the green solid-line area in Attachment 1)
(2) Vehicles within the controlled area are only allowed to exit, not enter.

II. Phase Two (8:00–10:00 PM, December 31st — vehicles prohibited from entering or exiting)

(1) Controlled Area: In addition to the Phase One control zone, this phase also includes Yixian Road and Ren’ai Road (between Yixian Road and Guangfu South Road). (See the red solid-line area in Attachment 1)
(2) From 8:00 PM until 3:00 AM on January 1st, vehicles are prohibited from entering or exiting. Additionally, the two-way vehicular underpass of Keelung Road will be controlled — only the southbound long tunnel will remain open for cars and motorcycles.
III. Phase Three (10:00 PM, December 31st – 3:00 AM, January 1st — vehicles prohibited from entering or exiting)
 
(1) Controlled Area: The area enclosed by Guangfu South Road, Zhongxiao East Road, Lane 236, Section 5, Zhongxiao East Road, Songde Road, Xinyi Road, Keelung Road, Songren Road, and Zhuangjing Road. (See the blue solid-line area in Attachment 1)
(2) Vehicles within the controlled area are prohibited from entering or exiting.
IV. Parking Control:
(1) In line with the three-phase traffic control, parking lots within the controlled area will allow vehicles to exit only starting at 7:00 PM, with full access control (no entry or exit) beginning at 8:00 PM and 10:00 PM.
 


(2) Roadside parking spaces for cars and motorcycles within the controlled area will be off-limits starting at 5:00 PM.

(3) Yellow-line no-parking zones within the controlled area will prohibit temporary stopping from 5:00 PM until 3:00 AM the next day.
(4) Temporary stopping is prohibited on the following road sections (except for buses): the east side of Guangfu South Road (from Civic Boulevard to Nanjing East Road), the east side of Guangfu South Road (from Keelung Road to Wenchang Street), the north side of Ren’ai Road (from Yanji Street to Dunhua South Road), the west side of Section 2, Keelung Road (from Wenchang Street to Guangfu South Road), and the west side of Songde Road (from Xinyi Road to Hulin Street).
V. Taipei City Hall Bus Station and Underground Pedestrian Passage Control
(1) The Taipei City Hall Bus Station will implement a “vehicles only allowed to exit, not enter” policy starting at 7:00 PM on December 31st. Passengers must use alternative bus stops located outside the controlled area.
 
(2) The “City Hall MRT Station Underground Passage” and the “Taipei 101/World Trade Center MRT Station Underground Passage” will begin advising passengers to evacuate starting at 9:00 PM on December 31st, officially close at 10:00 PM, and reopen at 3:30 AM on January 1st.
VI. Bicycle and YouBike Control
Due to the large crowds during the New Year’s Eve event and in consideration of public safety, bicycle riding will be completely prohibited within the controlled area. YouBike rental stations will also be subject to phased controls as follows:
(1) Starting at 5:00 PM on December 31st, 10 YouBike stations around the Xinyi Planning District will temporarily suspend service (see Attachment 2).
 


(2) Starting at 8:00 PM on December 31st, four additional YouBike stations will suspend service, including the Keelung-Guangfu Intersection Station, MRT Xinyi Anhe Station, MRT National Father Memorial Hall Station, and MRT Taipei City Hall Station.

(3) The aforementioned 14 stations will resume normal service at 5:00 AM on January 1st.
(NL) (1) Starting at 17:00 on December 31, a total of 10 stations in the Xinyi Planning District area will suspend operations (see Attachment 2).
(NL) (2) Starting at 20:00 on December 31, in addition to the aforementioned stations, an additional 4 stations will be suspended: the Keelung Guangfu Intersection Station, Taipei Metro Xinyi Anhe Station, Taipei Metro National Father Memorial Hall Station, and Taipei Metro City Hall Station.
(NL) (3) At 5:00 on January 1, the aforementioned 14 stations will resume normal operations.
 
VII. To manage the crowds for the New Year’s Eve event, the Taipei City Department of Transportation has planned four shuttle bus routes (see Attachment III). The routes, destinations, and boarding points are as follows:
Route 1: To MRT Nanjing Fuxing Station, board on Guangfu South Road (between Civic Boulevard and Nanjing East Road).
Route 2: To MRT Taipei Main Station, board on the bus-only lane and slow lanes on the north side of Ren’ai Road (between Yanji Street and Dunhua South Road).
Route 3: To MRT Gongguan Station, board on Section 2 of Keelung Road (between Wenchang Street and Guangfu South Road) and on Guangfu South Road (between Keelung Road and Wenchang Street).
Route 4: To Muzha and Jingmei areas, board on the slow lanes on the west side of Songde Road (between Hulin Street and Xinyi Road).
 


Given that multiple roads will be under traffic control during the New Year’s Eve event, the Taipei City Department of Transportation urges the public traveling through the Xinyi Planning District to plan alternate routes in advance. Recommended detours are as follows (see Attachment IV):

 
I. East–West Routes: It is recommended to use Nanjing East-West Road, Civic Boulevard, or Heping East-West Road.
II. North–South Routes: It is recommended to use Xinsheng North-South Road, Jianguo North-South Road, Dunhua North-South Road, or Songshan Road.
III. From Neihu, Nangang, and Songshan toward Wuxing Street:
(I) Cars: Civic Boulevard → Dunhua South Road → Heping East Road toward Wuxing Street.
(II) Motorcycles: Civic Boulevard → Yanji Street or Guangfu South Road to Keelung Road.
 
Those attending the New Year’s Eve event are advised to leave early and take public transportation to avoid traffic congestion. Additionally, to ensure crowd safety during dispersal and in compliance with control measures, parking and vehicle access will be prohibited within the controlled zones during the designated times. The Taipei City Police Department will also step up enforcement. The public is urged to strictly adhere to all relevant regulations.
