Understanding the rules is key to getting a "cheap" deal — Consumers' Foundation: Keep your eyes wide open when buying budget airline tickets

Since the opening of the budget airline market in 2004, although it has provided Taiwanese consumers with more flight options, consumer disputes have still arisen from time to time. The Consumers' Foundation today called on the government to promptly formulate “Important Information to Be Included and Excluded in International Air Ticket Transactions,” using mandatory regulations to enforce disclosure and notification obligations for airlines, and reminding the public to understand the consumption terms and models of budget airlines in advance.

The Consumers' Foundation stated that most disputes regarding budget airlines stem from consumers’ unfamiliarity with their business models, leading to misunderstandings, but there are still many contentious issues arising from the airlines’ market positioning and business strategies.

The Consumers' Foundation reminds consumers that the low ticket prices of budget airlinesnaturally mean fewer services compared to those offered by traditional airlines,andthe fares of budget airlines can also be related to the timing of purchase, sometimes even higher than the fares of certain classes offered by conventional airlines.Consumers should carefully read the written information provided by airlines, and within the transport terms of budget carriers,if there are clauses such as “the company reserves the right to change fares and schedules at any time without prior notice,” it may be wise to prepare for the worst-case scenario, such as delays at the airport.

Consumers should also make sure to confirm their travel dates and avoid making arbitrary changes,so as to prevent high cancellation or amendment fees,and also pay attention to clauses such as “non-refundable tickets.” The public should also clearly understand the details of promotional offers, restrictions, and extra fee policies to avoid discrepancies in understanding later on.

Regarding the relevant government authorities overseeing budget airlines, the Consumers' Foundation calls for the prompt formulation of “Important Information to Be Included and Excluded in International Air Ticket Transactions,” using mandatory regulations to enforce the disclosure and notification obligations of airlines. In addition, unreasonable terms beyond the “Important Information to Be Included in Air Ticket Transactions” set by airlines themselves should be prioritized for removal, to avoid harming consumer rights. Airlines should also clearly explain various promotional schemes and fully disclose all pricing models (such as ticketing, service items, and charges, etc.) on their websites and in brochures, ensuring all information is accurate and complete.
