Traffic Control and Transport Plans for Taipei’s 2015 New Year’s Eve Gala

On the evening of December 31, the “Taipei’s Most Exciting New Year City 2015” New Year’s Eve gala will be held in the Xinyi Planning District. To manage the influx of attendees, three phases of traffic control will be enforced around the Xinyi Planning District from 7:00 PM onward, as detailed below:
I. First Phase (7:00–8:00 PM on December 31 — vehicles allowed to exit but not enter)
(1) Controlled Area: Encompasses the area bounded by Keelung Road, Ren’ai Road, Zhongxiao East Road, Songren Road, Xinyi Road, Songshou Road, and Shifu Road. (See the green solid-lined area in Attachment I)
(2) Vehicles within the controlled area are only permitted to exit, not enter.

II. Second Phase (8:00–10:00 PM on December 31 — no vehicle entry or exit)
(1) Controlled Area: In addition to the first phase zone, this phase also includes Yixian Road and Ren’ai Road (between Yixian Road and Guangfu South Road). (See the red solid-lined area in Attachment I)
(2) From 8:00 PM until 3:00 AM on January 1, no vehicles are allowed to enter or exit. Additionally, the Keelung Road two-way vehicular underpass will be restricted — only the southbound long tunnel will remain open for cars and motorcycles.
III. Third Phase (10:00 PM on December 31 – 3:00 AM on January 1 — no vehicle entry or exit)
(1) Controlled Area: Encompasses the area bounded by Guangfu South Road, Zhongxiao East Road, Lane 236 of Section 5 of Zhongxiao East Road, Songde Road, Xinyi Road, Keelung Road, Songren Road, and Zhuangjing Road. (See the blue solid-lined area in Attachment I)
(2) Vehicles within the controlled area are not permitted to enter or exit.
IV. Parking Control:
(1) In line with the three-phase traffic control, parking lots within the controlled area will allow only exiting from 7:00 PM, with full entry and exit restrictions starting at 8:00 PM and 10:00 PM.
(2) Roadside car and motorcycle parking spaces within the controlled area will be prohibited from 5:00 PM.
(3) Yellow-line zones within the controlled area will be off-limits for temporary parking from 5:00 PM until 3:00 AM the next day.
(4) The following road sections will prohibit temporary parking (except for buses): the east side of Guangfu South Road (from Civic Boulevard to Nanjing East Road), the east side of Guangfu South Road (from Keelung Road to Wenchang Street), the north side of Ren’ai Road (from Yanji Street to Dunhua South Road), the west side of Section 2 of Keelung Road (from Wenchang Street to Guangfu South Road), and the west side of Songde Road (from Xinyi Road to Hulin Street).
V. Control at City Hall Bus Station and Underground Passages
(1) The City Hall Bus Station will restrict entry from 7:00 PM on December 31, allowing only exiting. Passengers must use alternative bus stops outside the controlled area.
(2) The “City Hall MRT Station Underground Passage” and the “Taipei 101/World Trade Center MRT Station Underground Passage” will begin advising passengers to disperse at 9:00 PM on December 31, officially close at 10:00 PM, and reopen at 3:30 AM on January 1.
VI. Bicycle and YouBike Control
Due to the large crowds expected during the New Year’s event, and in consideration of public safety, bicycle riding will be completely prohibited within the controlled area. YouBike rental stations will also be subject to phased controls as follows:
(1) Starting at 5:00 PM on December 31, a total of 10 YouBike stations around the Xinyi Planning District will temporarily suspend service (see Attachment II).
(2) Starting at 8:00 PM on December 31, four additional YouBike stations will suspend service, including the Keelung-Guangfu Intersection Station, MRT Xinyi Anhe Station, MRT National Father Memorial Hall Station, and MRT City Hall Station.
(3) The aforementioned 14 YouBike stations will resume normal operations at 5:00 AM on January 1.
(NL) (1) Starting from 5:00 PM on December 31, a total of 10 stations in the Xinyi Planning District area will suspend operations (see Attachment II).
(NL) (2) Starting from 8:00 PM on December 31, in addition to the aforementioned stations, four more stations will be suspended: the Keelung Guangfu Intersection Station, Taipei Metro Xinyi Anhe Station, Taipei Metro National Father Memorial Hall Station, and Taipei Metro Shi-Station.
(NL) (3) At 5:00 AM on January 1, the aforementioned 14 stations will resume normal operations.
VII. To accommodate the crowds attending the New Year’s Eve event, the Taipei City Department of Transportation has planned four shuttle bus routes for post-event dispersal (see Attachment III). The routes, destinations, and boarding points are as follows:
(1) Route 1: To MRT Nanjing Fuxing Station, board on Guangfu South Road (between Civic Boulevard and Nanjing East Road).
(2) Route 2: To MRT Taipei Main Station, board on the bus-only lane and slow lane on the north side of Ren’ai Road (between Yanji Street and Dunhua South Road).
(3) Route 3: To MRT Gongguan Station, board on Section 2 of Keelung Road (between Wenchang Street and Guangfu South Road) and on Guangfu South Road (between Keelung Road and Wenchang Street).
(4) Route 4: To the Muzha and Jingmei areas, board on the slow lane on the west side of Songde Road (between Hulin Street and Xinyi Road).
