In 1984, with the approval of the State Council, Yazhou County was abolished and Sanya City (a county-level city) was established. In 1988, with the approval of the State Council, it was upgraded to a prefecture-level city and has now become the central city of southern Hainan. Known as the "Deer City," Sanya is China's southernmost tropical coastal tourist destination, boasting abundant tourism resources. It also enjoys unique natural conditions and rich natural resources for developing tropical agriculture. With its vast sea area, Sanya is endowed with plentiful marine resources.

Sanya is home to more than 20 ethnic groups, including Han, Li, Miao, and Hui. By the end of 2005, the city's total resident population was 524,000. The languages spoken include Mandarin, Hainanese, Junhua, Maihua, Li language, Huihui language, Danzhou dialect, and Danjia dialect.

The administrative structure of Sanya City consists of the municipal government, sub-district offices, township governments, and village committees. The city administers two management areas, one sub-district office (Hedong and Hexi management areas, Nanhai sub-district office), five towns (Yacheng Town, Tianya Town, Haitang Bay Town, Tiandu Town, and Fenghuang Town — these were reorganized from ten former towns: Tengqiao, Linwang, Hongsha, Tiandu, Yanglan, Lizhi沟, Tianya, Yacheng, Baogang, and Meishan), three townships (Gaofeng, Yucai, and Yaliang), as well as five state-owned farms: Nantian, Nanxin, Nandao, Licai, and Nanbin.

Sanya adheres to the scientific outlook on development to guide overall economic and social development. It consistently focuses on accelerating Sanya’s growth through innovation, following the "One City, Two Capitals, Three Centers" development strategy, and strives to build distinctive features in environment, system, and industry. By the end of 2005, the city's gross domestic product (GDP) reached 7.421 billion yuan, with a per capita GDP of 14,558 yuan. The composition of the city’s GDP across the three industries was as follows: primary industry 2.105 billion yuan, accounting for 28.4%; secondary industry 1.931 billion yuan, 26.0%; tertiary industry 3.385 billion yuan, 45.6%. The contributions of the three industries to economic growth were: primary industry 16.5%, secondary industry 33.7%, tertiary industry 49.8%.
