The National Congress of Brazil consists of two bowl-shaped buildings that respectively serve as the chambers for the Brazilian Senate and Chamber of Deputies. The bowl that opens upwards is the Chamber of Deputies, symbolizing the democratic principle of gathering broad public opinion, while the bowl that opens downwards represents the Senate, signifying the concentration of public will. The two 28-story towers of the Congress are connected by a passage in the shape of an “H,” which stands for the Portuguese word for “human.” Thus, this design embodies the concepts of “putting people first” and “humanity as the master of the world.”
