After the 2004 Fuyang “Big Head Baby Incident,” China's General Administration of Quality Supervision, Inspection and Quarantine released a “blacklist” of substandard infant formula manufacturers, none of which were from Heilongjiang. Recently, many well-known dairy companies were found to contain melamine, but Heilongjiang’s milk powder companies stood out with a 98% pass rate, making “Heilongjiang” China’s most trusted regional brand for high-quality milk powder.
