Nierji Water Control Hub is located on the main stream of the Nenjiang River at the border between Heilongjiang Province and the Inner Mongolia Autonomous Region. The right bank of the dam site is in Nierji Town, Morin Dawa Daur Autonomous Banner, Inner Mongolia Autonomous Region, while the left bank is in Erkeqian Township, Nehe City, Heilongjiang Province. It is approximately 189 km by road downstream from the industrial city of Qiqihar. The Nenjiang River originates from the Yilehuli Mountains of the Greater Khingan Range and flows from north to south through Heilongjiang, Inner Mongolia, and Jilin provinces (autonomous regions), joining the Songhua River at Sanjiahe in Zhaoyuan County, Heilongjiang Province. The main stream is 1,370 km long, with a drainage area of 297,000 km². The dam site controls a drainage area of 66,400 km², accounting for 22.4% of the total Nenjiang River basin area, with an average annual runoff of 10.47 billion m³.
This accounts for 45.7% of the Nenjiang River basin's total.
The Nierji Water Control Hub is a large-scale water conservancy project approved under China’s 10th Five-Year Plan and is also one of the landmark projects in the implementation of the country’s Western Development Strategy. It serves multiple purposes including flood control, industrial and agricultural water supply, power generation, navigation, environmental protection, and fish and reed farming. It is a key project for the development and utilization of water resources in the Nenjiang River basin, for the prevention and control of floods and droughts, and an important water source project for realizing the “North-to-South Water Diversion.”
The reservoir of the Nierji Water Control Hub has a total storage capacity of 8.611 billion m³, including a flood control capacity of 2.368 billion m³ and a beneficial storage capacity of 5.968 billion m³. The total installed capacity is 250,000 kW, with an average annual power generation of 638.7 million kWh.
After the completion of the project, the flood control standard for Qiqihar City has been raised from a 50-year event to a 100-year event. The flood control standard for the river section from the hub to Qiqihar has increased from a 20-year event to a 50-year event, and the standard for the section from Qiqihar downstream to the Dali section has risen from a 35-year event to a 50-year event.
At the design level year, the reservoir will supply 1.029 billion m³ of water for urban industrial and domestic use downstream, meeting the water needs of major cities such as Qiqihar, Daqing, and Harbin. It will also provide 1.646 billion m³ of water for agricultural irrigation.
This can expand the irrigated area downstream to 4.54 million mu. Additionally, 820 million m³ of water will be allocated for navigation, 475 million m³ for environmental use, and 328 million m³ for wetlands, thereby improving downstream navigation conditions and the ecological environment. At the same time, it can increase the peak-shaving capacity of the Heilongjiang power grid and alleviate the urgent shortage in peak-shaving capacity and the severe imbalance between hydro and thermal power ratios.
