The Memorial Hall of the First Congress of the CPC Bao’an County Committee & Bao’an Anti-Japanese War Memorial Hall is a cultural heritage site under the protection of Bao’an District and also a patriotic education base.

Bao’an was one of the regions in Guangdong where communist organizations were established relatively early. On February 23, 1928, following instructions from the Guangdong Provincial Committee, the CPC Bao’an County Committee held its first congress in Yanchuan Village, Songgang Town, with 19 delegates in attendance. After this party congress, the Bao’an County Committee, in accordance with the resolutions of the meeting, actively developed party members. By April 1928, the number of party members in Bao’an County had reached 280. At the same time, the Bao’an County Committee vigorously carried out mass movements, organizing struggles against rent, taxes, and levies. On July 1, 1944, the Dongjiang Column established the first county-level anti-Japanese democratic government in Yanchuan Village, Songgang Town—the Dongbao Administrative Guidance Office. The Dongbao Administrative Guidance Office played a significant role in organizing the masses to participate in the anti-Japanese struggle, supporting the troops, developing production, reducing rents and interest, and conducting united front work, all of which contributed to the development of the anti-Japanese base areas.

The Memorial Hall of the First Congress of the CPC Bao’an County Committee is among the regions in Guangdong where party organizations were established relatively early. The Bao’an “First Congress” Memorial Hall and the Bao’an Anti-Japanese War Memorial Hall served for a long time as the military and administrative-cultural centers of the anti-Japanese guerrilla base areas in Guangdong. They were also the center of the peasant movement led by our Party during the Agrarian Revolutionary Period and hold an extremely important position in the history of the Communist Party in Shenzhen.

Today, the Memorial Hall of the First Congress of the CPC Bao’an County Committee, located in Yanchuan Community, still stands as a witness to this glorious revolutionary history.

The original site of the Memorial Hall of the First Congress of the CPC Bao’an County Committee was the Subai Chen Ancestral Hall, built in the mid-Qing Dynasty. It is a brick-and-wood structure with exposed brick walls and covers a construction area of 215 square meters. It hosted the first and only party congress held by the CPC Bao’an County regional organization before the founding of the People’s Republic of China (including what are now Dongguan, Shenzhen, Hong Kong, and other areas).

On February 23, 1928, the CPC Bao’an County Committee held the first Party Congress of Bao’an County at the Subai Chen Ancestral Hall in Yanchuan Community, with 19 delegates attending. Ruan Zhiheng, a leader of the Provincial Committee, attended the congress and delivered a political report, while Zheng Shinnan gave a report on party affairs. The congress elected the Third Committee of the CPC Bao’an County Committee, with the County Party Secretary appointed by the Provincial Committee and temporarily assumed by Zheng Shinnan. The congress called for following the directives of the Provincial Committee to lead and organize armed revolution by workers and peasants, thus beginning the history of the Bao’an people’s struggle against reactionary forces.

To commemorate this glorious revolutionary history, in 2000, the Bao’an District Government allocated special maintenance funds to restore the original site of the Memorial Hall of the First Congress of the CPC Bao’an County Committee to its original appearance. In 2001, with strong support and guidance from the District Party Committee and District Government, as well as the Municipal and District Culture Bureaus, the restored site was turned into a permanent exhibition titled “Chronicles of Revolutionary Storms in Bao’an County.” It was designated as the Memorial Hall of the First Party Congress of the CPC Bao’an County Committee and opened to the public on July 1, 2001.

The “Chronicles of Revolutionary Storms in Bao’an County” exhibition consists of four sections: the establishment of the CPC Bao’an County organization, the rise of the workers’ and peasants’ revolutionary movement, the struggle against the reactionary Kuomintang, and the first Party Congress of the CPC Bao’an County. Through a large number of photographs, cultural relics, as well as oil paintings and sand table models, it authentically and vividly recreates the history of the establishment of the Bao’an Party organization and its leadership in the struggle of the Bao’an people against reactionary forces before and after the Great Revolution.

The completion of the memorial hall will serve as another important base for patriotic and revolutionary tradition education in Bao’an, Shenzhen, and even the entire province. The inauguration ceremony of the two memorial halls was held here to honor the martyrs, remember history, inherit and carry forward the glorious traditions of the revolutionary predecessors, so that we may love and trust the Communist Party even more. We must protect, promote, and make good use of the precious resources left by the revolutionary predecessors, extensively and deeply carry out patriotic education, inspire the majority of Party members and the masses to reflect on the source of their prosperity and strive for further progress, and make new contributions to reform, opening up, and modernization.

Yanluo Subdistrict: Established on December 26, 2016, Yanluo Subdistrict covers an area of 36.51 square kilometers, including approximately 20 square kilometers of mountain, water, and green space, and 16.6 square kilometers of developed urban area. It governs five communities: Yanchuan, Luotian, Tangxiayong, Shanmen, and Hongqiaotou, with 10 community shareholding cooperative companies (five restructured from former village committees and five from former villagers' groups). The subdistrict has a permanent population of about 270,000 and a registered population of 8,633.
