The former site of the Soviet Government of Wuxinglong County is located in Datangdu Village, Huilong Town, Longchuan County, Guangdong Province. In March 1929, the “Soviet Government of Wuxinglong County on the Border of Fujian, Guangdong, and Jiangxi” was established here, leading the people of the border region in revolutionary struggles. The site displays a bronze statue of Comrade Gu Bai, the “Scene of Comrade Gu Bai Giving a Lecture,” as well as two stone carvings titled “Overcoming the ‘Five Barriers’” and “Abiding by the ‘Ten Rules.’” It also features meticulously curated 16 exhibition panels with over 23,000 words and more than 30 images, including “The Revolutionary Banner of Datang Red,” “Mountain Songs Singing the Praises of ‘Wuxinglong’,” “Establishing Systems with Integrity at Heart,” “Fine Conduct of Cadres in the Soviet Area,” “Central Care Remembered,” “Remarkable Achievements of the Soviet Revolution,” and “Generations Uphold the Spirit of the Soviet Area.” Through these displays, the revolutionary sentiments of figures such as Gu Bai and Liu Qinxī, as well as Soviet cadres, are vividly presented through text and imagery. The panels also detail historical materials about revolutionary leaders like Mao Zedong, Peng Dehuai, Gu Bai, and Liu Qinxī guiding the revolution in Longchuan, as well as the Soviet Area’s approaches to education, institutional development, oversight, and severe anti-corruption measures. They elaborate on the early, relatively mature clean governance principles of the Party, such as “Overcoming the Five Barriers” and adhering to the “Ten Rules,” along with the emphasis on saving resources and pursuing effectiveness. Moreover, the site showcases the exemplary conduct of Soviet leaders—officers and soldiers being equals, unpaid service, diligence and thrift, integrity in public service, and sharing weal and woe with the people. Additionally, they introduce the unwavering revolutionary faith and clean, upright deeds of Longchuan natives like Lǐ Tóngjūn, a veteran Red Army soldier who “refused official positions three times.”

In January 1929, to support the main force of the Fourth Red Army from Jinggangshan, Jiangxi, led by Mao Zedong and Zhu De, in expanding into the Fujian-Guangdong-Jiangxi border region to establish a revolutionary base, Liu Qinxī, an inspector of the Dongjiang Special Committee, accompanied by Ye Zhuó, Luó Pínghàn, and others, conducted multiple surveys of the terrain in Datangdu, Huilong. Recognizing that the area was surrounded by mountains, densely forested, and had strong mass support, they chose Datangdu as the central base for the Wǔ (Huà), Xìng (Níng), and Lóng (Chuān) revolutionary base.

In early March of that year, under Liu Qinxī’s direct guidance, a workers’ and peasants’ representative assembly of Wuhua, Xingning, and Longchuan counties was held at Changtangmian, Datangdu, with over 80 representatives attending. The assembly passed a resolution to establish the Soviet Government of Wuxinglong County on the Border of Fujian, Guangdong, and Jiangxi, electing Zēng Bùfán as chairman, Pān Huǒchāng as vice-chairman, and Luó Pínghàn and others as standing committee members. To safeguard the red revolutionary Soviet regime, carry out armed struggle, and implement land reform, Luó Pínghàn and others successively organized local Red Army forces such as the Wuxinglong Guerrilla Brigade, the Dongjiang Red Army Independent Battalion, the Dongjiang Guerrilla Brigade, and the Xunwu Independent Regiment. These forces became the main armed strength in combating enemies and defending the Wuxinglong Soviet Area.

In August 1930, Gu Bai, Secretary-General of the General Front Committee of the First Front Army of the Central Soviet Area, visited the Datangdu base to inspect work and was invited to deliver an important speech to over 30 cadre trainees. During the agrarian revolutionary period, the Wuxinglong Soviet Area established a comprehensive underground red transportation network to provide logistical and material support to the Central Soviet Area. The entire Wuxinglong jurisdiction had 50 to 60 underground transportation stations spanning over 1,000 li, connecting the fragmented base areas, guerrilla zones, and the Central Soviet Area.

In 2015, the People’s Government of Guangdong Province announced it as a cultural relic protection unit of Guangdong Province.
